HomeMy WebLinkAboutCC Resolution 8311 (Latchkey)RESOLUTION NO. 8 311 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING APPLICATION TO STATE DEPARTMENT OF EDUCATION FOR CONTINUED LATCHKEY FUNDING FROM 1991 THROUGH 1992 WHEREAS, the Legislature of the State of California has enacted the extended Child Care Services Bill, which provides funding for child care programs; and WHEREAS, the State Department of Education has been delegated the responsibility for the administration of the program and distribution of program funds; and WHEREAS, the City of San Rafael Child Care Program has been awarded a child care services contract annually since 1985; and WHEREAS, the State Department of Education requires an application for renewal of funding for currently funded programs; and WHEREAS, the State application, a copy of which is attached and made a part hereof, requires the Council approval. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael approves the application to the State Department of Education for renewal of funding for child care services and authorizes the city manager to sign the application and authorizes the child care program manager to sign child care program information reports. The children attending San Rafael schools are the primary target population; however, our target area encompasses Marin County. We are seeking additional scholarship funds from a variety of sources and expect to serve an additional 25 children. They will, in general, not be certified children as those funds will continue to meet the needs of our existing certified families. We currently serve over 500 children (ages 2-11), and of these 28 (ages 6-11) are funded through our CDD contract. Single parent families headed by females make up 19% of San Rafael's-population: in the Bahia and Gallinas areas, the number of single parent families is 46%. The minority population in some areas of San Rafael is as high as 31%. We work closely with Child Protective Services, the County of Marin and Project Care regarding referrals of children in special needs categories. We have several handicapped children in our program. All centers are handicapped accessible. Our program in East San Rafael is expanding this Fall. Proqram Philosophv and Overview We hope to provide parents and children with a very positive child care experience. Our centers offer a safe, warm, creative environment where the growth and development of each child is nurtured. Our philosophy is to offer a program focused on the whole child. While our programs are recreational in nature, we offer a diverse curriculum providing opportunity for growth; physically, socially, emotionally, as well as cognitively. Our program reflects very positively a balance between teacher directed activities and child initiated activities. The classrooms follow a child -centered design with a rnage of activities and opportunities in centers which encourage and nuture the child's creativity, independence, and self-esteem. We recognize that children spend a great many hours in child care. Center staff will review curriculum activities focusing on its ability to meet needs and expectations of children and parents as well as how well it supports our philosophy. 4. Staff will communicate with children using open-ended questions and conversation. 7. Staff will carefully balance daily curriculum providing both teacher directed and child initiated activities. 8. Children will participate in daily assembly times when discussion will include sharing of ideas, problems, plans and school events. 9. Staff will communicate with parents regularly. 10. Staff will continually update support agency information. 11. Center staff maintains open communication with school staff on all children and is liaison for school and parent. Center curriculum includes enrichment programs in Science, computers, music, etc., based on a needs assessment. The staff encourage the children to share school events, activities and curriculum. The staff provide many opportunities for children to experience success and develop self-confidence and self-esteem which provide necessary support to take on academic challenge. The program is recreational; however, the staff and curriculum encourage the child's development, socially, emotionally, physically and intellectually. Summary of Maior Services Provided in Creative Arts The creative arts portion of the Center curriculum includes a plethora of activities. Daily art projects provide experiences with variety of media. Music and dance activities provide opportunities to sing, listen, learn about instruments and movement. Puppetry, drama, movies and video activities draw out the children's creativity and cooperative behaviors. One of the most important activities for children is play. During play, -children are free to creatively -experiment with adult roXes and develop personal experience with the physical and social world in which they live. The Centers have numerous toys and games to be used during play indoors or out. Children see movies, participate in sports prograrm$, enjoy special guests such as Terwillerger Nature Guides, attend weekly summer f ieldtrips, swim, play and socialize. Through each of these activities the program focus is on the child's individual development, offering opportunity to meet challenge, feel success, build confidence and self-esteem within a nurturing environment. Summary of Major Services Provided in Ethnic and Cultural Recoqnition Centers hold daily assembly time during which children share ideas, problems, and plans.Cultural discussions occur at this time. Centers celebrate holidays of various cultures encouraging parents to share the cultural significance. Many of our communities are rich in ethnic variety. East San Rafael has the reputation of serving as the point of entry for Marin County and has population which is culturally diverse. By sharing holidays, traditions and customs, we encourage the children to recognize not only the differences among cultures but to recognize the similarities and the richness brought to our country where these cultures mix. The centers are all handicapped acc'essible. We have a number of hearing- impaired children and several staff members who sign. Our centers provide an opportunity for special needs children to participate in a wide range of activities and socialize in a recreational setting. The staff has enjoyed the training offered by Rad McLean, executive director of Better Understanding of Disabilities Program. Our percentage of exceptional needs children and CPS children is higher than the overall school percentage. The program offered these children and their families reflects our philosophy. The children play and enjoy a range of activities in a recreational setting and are encouraged to grow and develop.to their greatest potential. We are fortunate to have a good rapport with many support services such as CPS, our Police Department's Juvenile Division officers, the county's mental health counselors and evaluators, the local reference and referral agency. Summary of Major Services Provided in Health and Nutrition The centers provide a nutritious snack and curriculum topics include good nutrition and healthy habits. We have a resource of local health care facilities providing free or low cost health or dental care. The most critical need which we are unable to meet is for sick child care. A network of services is made available to families. Center staff are. well ingormed on services available in the county and have developed positive relationships with support agencies. We do contract with the County Mental Health Services for observation and evaluation of children when necessary and refer families to appropriate support services. There are several non-profit agencies (La Familia, Canal Community Alliance, and Southeast Asian Center Project) in Marin able to act as liaison whenever language is a problem. Summary of Maior Services Provided in Parent Education and Involvement The Center staff will strive for open communication with parents._ Center Directors see almost every parent every day. The communication is informal; however, it sets the background for good communication on a more serious level. Parent conferences are held upon request by staff or parent. There are parent meetings, parent pot -lucks, and family nights to encourage parent participation, parent-child interaction and family involvement with the program. The Center provides reference articles and books on parenting and offers referral to agencies such as Apple Parenting for assistance. Centers promote school functions and act as liaison with school and parent and provide the continuum for the child's overall development. The Center staff provide homework assistance which in turn provides working parents with valuable time to enjoy their children. Summary of Maior Services Provided in Community Resources and Involvement A large number of families participating in our program are single parent families. Most of the. others are two worker households. These families rely on the child care center and local schools to act as a liaison with community resources. The City of San Rafael has for fourteen years used the resources in our community to build a quality child care program. Local business groups, the recreation department, senior citizen groups, PTA, two school districts' administration and teaching staff, parents and the local reference and referral agency have played an active role in the development of this program. We use the enrichment programs located near the Centers, such as recreation centers, public libraries and scouting programs. The children frequently enjoy local parks and the variety of special non-profit organizations' programs in Marin County, such as Guide Dogs for the Blind, Marin Wildlife Assn, Boyd Junior Museum, 4-H Club and the Humane Society. A variety of workshop topics are presented, such as child development, child management techniques, curriculum development and enriched programming. Staff are also encouraged to participate in a number of workshops and conferences offered locally or state-wide. We have a limited training budget; however, the City does pay for conference and workshop attendance. Our staff is composed of many Center Directors and teachers who provide continual hands-on training to the assistance. Regular staff meetings are held at each Center which providde training coordination and unity among staff members. Evaluation The program is evaluated by interviewing parents when entering the program, taking history and documenting problems posed by latchkey situation and again when the family is re -certified. Topics will include stress level reduction, child's school progress and development, and family or employment stress reduction. Program success in this area will be identified by stress reduction and the child's positive development and improved school progress. We also conduct an annual program questionaire evaluation which parents complete indicating how the program is meeting their needs and their level of satisfaction with the program. Program curriculum and activities are reviewed regularly by staff and administration. communications between Center staff and parents, school personnel and support agencies are reviewed during monthly center directors' meetings and center staff meetings.
