A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL AMENDING RESOLUTION 8030 BY CREATING
THE NEW CLASSIFICATION OF DEPUTY FIRE MARSHAL
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as
follows:
Effective September 18, 1989, the following classification
and salary are hereby created:

DEPUTY FIRE MARSHAL
DEFINITION
Under administrative direction assists Fire Marshal in the management and supervision of
the Fire Prevention Program. Participates in a variety of fire prevention, inspection,
education, hazardous materials and investigation programs; inspection and testing of all
types of fire protection systems; inspection of new and existing buildings; plan check-
ing for code compliance; field inspection of construction projects; management of Haz-
ardous Materials Program; management of the Cause and Origin Investigation Team; manage-
ment of Community Awareness Program; coordinates and conducts employee training programs;
participates and assists the J.P.A. Hazardous Materials Team during training and emergency
incidents; responds to fires and other emergency incidents; performs related duties as
required.
CLASS CHARACTERISTICS
The Deputy Fire Marshal, under the direction of the Fire Marshal, is responsible for
fire prevention, inspection, education, hazardous materials, and investigation program
management and implementation. While the Fire Marshal is ultimately responsible for
the direct program administration, the Deputy Fire Marshal is responsible for effective
program implementation, management and supervision through engine company personnel and
individuals with specialized training. The Deputy Fire Marshal assists the Fire Marshal
with checking construction and fire protection and detection systems plans for compliance
with Nationally recognized standards and the inspection of those systems. The Deputy Fire
Marshal. assumes full responsibility of all Bureau functions of the Fire Marshal in the
absence of the Fire Marshal.
EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
1. Conducts research, analyses data and develops programs, ordinances and
regulations pertaining to the prevention of fire and protection of lives
and property.
2. Assists in the evaluation of the overall Department Fire Prevention Program
to insure that Department standards are being met.
3. Assists in the proposal and development of the budgetary requirements
for the Fire Prevention Cause and Origin Investigation, Hazardous and
Materials and Community Awareness Programs.
4. Assists in the evaluation of Engine Companies to insure the Department
Fire Prevention procedures remain functional in field operations.
5. Conducts, coordinates and assists in the management of the Departments
Cause and Origin Team Program as it relates to fire and hazardous materials
incident investigations.
6. Conducts, coordinates and assists in the management of the Departments
Community Awareness Specialists Program as it relates to fire and life
safety education.

7. Coordinates and assists in the management of the Department's Fire
hydrant installation and upgrading program as it relates to new
developments and construction.
8. Develops and coordinates Departmental contractual services provided
to outside agencies.
9. Supervises and provides training for contractual employees and
employees with specialized training in performing inspection
services related to fire and life safety and hazardous materials.
10. Participates and assists with the J.P.A. Hazardous Materials Team
• during training exercises and emergency incidents.
11. Responds to emergency incidents and works effectively in line or
staff functions within the Department guidelines and procedures.
12. Assists in the management and conducts inspection of all buildings and
occupancies regulated by the State Fire Marshal including hospitals,
jails, highrise buildings, nursing homes, and day care facilities.
13. Assists in the management and conducts Certificate of Occupancy
inspections as they relate to the Department.
14. Conducts, coordinates and assists in the management of the Department's
Hazardous Material Disclosure and environmental issues program.
DESIRABLE QUALIFICATIONS
Graduation from high school or its equivalent and an Associate Degree
in Fire Science,or related field.
Four years of fulltime paid fire service experience, two years of which
must be in an organized fire department's fire prevention bureau.
Completion of State Board of Fire Services Fire Prevention 1A and 1B.
Valid California drivers' license and a good driving record.
Completion of coursework leading to California State Fire Marshal Fire
Investigator I certification.
Successful completion of State Board of Fire Services Fire Prevention
1C within one year of appointment.
Considerable knowledge of:
Fire fighting methods and equipment; departmental policies and
procedures and the laws and regulations governing operation of a
fire department; fire engineering principles and the systems and
equipment used in detecting and suppressing fires.
Working knowledge of fire apparatus and facilities maintenance.

Skill in:
Operating fire fighting equipment; applying management principles
to work programs; oral and written communications.
Ability to:
Deal effectively with City staff, property owners, contractors,
architects, and the general public; develop and present clear
and concise oral and written reports; read and understand construction
plans.
