RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL APPROVING THE CONVERSION OF TRAFFIC
FLOW ON "A" STREET FROM ONE-WAY TO TWO-WAY FOR
THE ENTIRE LENGTH OF THE STREET
WHEREAS, the San Rafael Redevelopment Agency directed
that an evaluation be done of the impacts of converting the traffic
flow on "A" Street to two-way; and
WHEREAS, the evaluation showed that there would be no
change in the level of service currently existing at any of the inter-
sections on "A" Street, nor would there be any loss in street parking;
and
WHEREAS, the scope of work for the Andersen Drive Extension
EIR was expanded to address the impact of the potential extension
on a two-way flow on "A" Street; and
WHEREAS, an Initial Study was performed on the project
in accordance with the provisions of the State EIR Guidelines to
assess the potential environmental impacts of the proposal; and
WHEREAS, the Initial Study showed that there was no
substantial impacts caused by the proposal and a Negative Declaration
was prepared and certified by the City Council.
NOW, THEREFORE, BE IT RESOLVED THAT THE City Council
of the City of San Rafael approves the conversion of the traffic
flow on "A" Street to two-way until such time a determination is
made relative to the environmental impacts as a result of the implemen-
tation of the Andersen Drive Extension Project.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
California, hereby certify that the foregoing resolution was duly
and regularly introduced and adopted at a regular meeting of the
Council of said City held on the 17th day of July, 1989, by the follow-
ing vote, to wit:
