the Negative Declaration for an Ordinance to amend Title 14 (Zoning) of
the Municipal Code by rezoning the subject property to a Planned
Development District based on the following findings and the conditions
contained in Exhibit A:
Negative Declaration
Certification of a Negative Declaration for the Kaiser Hospital Master
Plan is consistent with the California Environmental Quality Act
because all potential environmental impacts will be mitigated by
project design. Further, traffic, circulation and parking concerns have
been addressed under the Priority Projects Procedure and parking
studies performed for this specific site. Building mass, views and
neighborhood compatibility have been improved through review and
redesign of the master plan.

Z89-2
1. The proposed zone change for the Kaiser Master Plan area is
consistent with the San Rafael General Plan 2000. The project is
consistent with the General Plan: land use designation of Office,
intensity of development allowed in the Northgate area, Circulation,
and Safety policies as mitigated by the conditions of approval.
2. The proposed zone change would not be detrimental to the health,
safety, or general welfare of the surrounding community or the City
of San Rafael as a whole in that the uses permitted under the zoning
are subject to review and approval of use permit which regulates the
traffic impacts through a Transportation Systems Management
Program reviewed annually after adoption and as other potential
impacts are mitigated to insignificance through conditions of
approval of other related development entitlements.
