A RESOLUTION OF THE CITY ("OUNCIL OF THE SAN RAFAEL CITY
COUNCIL AUTHORIZING A JOINT ]PUBLIC HEARING BETWEEN THE
SAN RAFAEL REDEVELOPMENT AGENCY ANI) THE SAN RAFAEL CITY
COUNCIL ON OCTOBER 2, 1989 ON THE CENTRAL SAN RAFAEL
REDEVELOPMENT PLAN AMENDMENT AND REPORT
WHEREAS, by City Council Ordinance No. 1079 adopted on
November 20, 1972, -the Central San Rafael Redevelopment Plan
(the "Plan") was adopted; and
WHEREAS, by Agency I?.esolution. No. 89-24 adopted on June
5, 1.989, the Agency authorized stiff to proceed in preparing
the amendments to the Plan in the form of an Amended and
Restated Central San Rafael Redevelopment Plan (the "Amended
Plan"); and
WHEREAS, the San Rafael City Council (the "City Council")
has been informed by the Agency that the Amended Plan and a
Report on the Amended Plan (thr~ "Report") have been prepared;
and
WHEREAS, the Agency has submitted copies of the Amended
Plan. and Report to the City Council for its review; and
WHEREAS, there is a need :for a joint public hearing with
the Agency to consider the Amended Plan and Report thereon and
to have interested groups and citizens be heard on the Amended
Plan. and Report thereon.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
hereby approves the convening of a joint. public hearing with
the Agency on October 2, 1989, at 7:30 p.m., in the City
Council Chambers at 1400 Fifth Avenue, San Rafael, California,
Ior purposes of considering the aforesaid Amended Plan and
Report thereon.
BE IT FURTHEP. AND ORDER i.:T-), that the City Council
hereby directs the I-1.1— ;".1erk to in cooperation with
the Agency, the "Legal. Notice •- Joint Fublic Hearing", a copy
of which has been attached hereto as Exhibit "A" and by this
reference incorporated herein, which Legal Notice has been
prepared by the Agency staff, not less than once a week for
three successive weeks in. the Nlar_in Independent Journal, a
newspaper of general circ:ul.ation for the City of San Rafael.
BE IT FURTHER RESOLVED AND ORDERED, that the City Council
hereby directs the City Clerk z:o cooperate with the Agency in
mailing a copy of the aforesaid Legal Notice to the last known
assessee of each parcel c -,.f land in the Project Area designated
in the aforesaid Amended Plan, at the assessee's last known
address as shown on the _Last equalized roll of Marin County.
BE IT FURTIlER RESOLVED AND ORDERED,. that the City Council
hereby directs the City Clerk -to Cooperate with the Agency in
mailing a copy of the aforesaid Legal Notice to the governing

LEGAL NOTICE
SPECIAL JOINT PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the San Rafael City Council
(the "City Council") and the San Rafael Redevelopment Agency
(the "Agency") will hold a special joint public hearing on
October 2, 1989 at 7:30 p.m. in the City Council Chambers
located at 1400 Fifth Avenue, San Rafael, California. The
hearing may be continued from time to time until completed.
Any person desiring the opportunity to be heard will be
afforded an opportunity to do so.
The purpose of the hearing is to consider certain
amendments described below to the Redevelopment Plan for the
Central San Rafael Redevelopment Project, adopted by City
Council Ordinance No. 1079 on November 20, 1972, the "Original
Plan"). The amendments to the Original Plan are incorporated
in a proposed Amended and Restated Central San Rafael
Redevelopment Plan (the "Amended Plan"). A further purpose of
the hearing is to consider approval of the Environmental
Impact Report ("EIR") which wan prepared for the City of San
Rafael General Plan and shall be considered for approval as a
program EIR for the Amended Plan.
The Amended Plan intends to accomplish the following
purposes: (1) create on-going conformity between the land uses
designated in the City of San Rafael General Plan and the land
uses allowed under the Redevelopment Plan; and (2) make other
technical changes of a minor nature.
The proposed amendments incorporated in the Amended Plan
will not change any of the financial provisions of the Plan
(e.g. limits on allocation of tax increment revenue to the
Agency or prohibition against bonded indebtedness), the powers
of the Agency, or the proposed activities of the Agency to
promote redevelopment of the Project Area.
The Project Area is situated in the County of Marin,
State of California, and is more particularly described in
Exhibit A to Ordinance 1079, adopted November 20, 1972,
adopting and approvi»q the Original PlPn, recorded in the
officeF of the County P^order of Marin County on December 14,
1972. The boundaries of the Project MPA will not be changed
as a result of the Amended Plan.
Any and all persons having any comments on or objections
to the proposed Amended Plan, or the regularity of any prior
proceeding, or who wish to speak on any issue raised by the
Amended Plan or the EIR as it relates to the Amended Plan may
appear at the hearing and show cause why the proposed Amended
Plan should not be adopted. In addition, at any time not
later than the time set forth for the hearing on the Amended
Plan, any person may file in writing with the City Clerk of

tho City of San Rafael a statamant of objections to the
proposed Amended Plan.
In accordance with the California Community Redevelopment
Law, the Agency has prepared a Report on the Amended Plan.
Furthermore, the Report on the Amended Plan will be open for
discussion at the hearing. The Amended Plan and Report on the
Amended plan are available for inspection in the City Clerk's
office located at 1400 Fifth Avenue, Room 209, San Rafael,
California.
This Notice is published pursuant to the order of the
City Council of the City of San Rafael and the San Rafael
Redevelopment Agency.
