RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL APPROVING THE 1988/89 TO 1992/93
MAJOR TRANSPORTATION PROJECTS IN MARIN COUNTY
AS RECOMMENDED BY THE MARIN COUNTY URBAN SYSTEM
COMMITTEE
WHEREAS, the State Legislature adopted AB 402 which requires
the adoption by the Metropolitan Transportation Commission of a regional
transportation program by April; and
WHEREAS, the staff of MTC has recommended that the projects
selected for inclusion into the TIP for Federal Aid Primary (FAP),Federal
Aid Interstate (FAI), or State only funds be supported by the community;
and
WHEREAS, the Marin County Urban System Committee did meet
to review the program and projects which had been submitted for consider-
ation as part of a five-year program; and
WHEREAS, the Marin County Urban System Committee did adopt
the 1988/89 to 1992/93 listing of candidate Federal Aid Primary (FAP)
and Federal Aid Interstate (FAI) projects on December 14, 1988; and
WHEREAS, the Metropolitan Transportation Commission has
requested County priorities by January 15, 1989.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of San Rafael does hereby approve the list of projects as
shown on Exhibit "A" and submits said projects for inclusion in the
MTC Regional Transportation Improvement Program (TIP), and the California
Transportation Commission (CTC), State Transportation Improvement Program
(STIP), Section A of Exhibit "A" are already approved projects. Section
B of Exhibit "A" are projects currently proposed for funding. Section
C of Exhibit "A" are projects to be evaluated for future consideration.

California, hereby certify that the foregoing resolution was duly and
regularly introduced and adopted at a regular meeting of the Council
of said City held on the 6th day of February, 1989, by the following

1 ) Strawberry Interchange, modify off/on ramps.
($0.8 M, all local) (1988-89).
2) Merrydale Rd., construct overcrossing.
($1.5 M FAP + $2.1 M Local = $3.6 M total) (1088-8O).
3) Manuel Freitas Interchange, construct new northbound on-ramp.
($0.9 M) (1988-80).
4) Route 37 to Miller Creek Rd., construct southbound and northbound HOV
lanes. ($6.5 M) (198849).
5) Rowland Blvd., modify interchange.
($3.7 M, all local) (1992-93)
6) Lucas Valley Road Interchange, construct new southhound off/on ramps.
($3.3 M. all local)
7) Mission St. to North San Pedro Rd., acquire right-of-way for
northbound and southbound HOV lanes and southbound auxiliary Lane.
($5 M FAP + $3 M local = $8 M total) (1991-92).
8) Sir Francis Drake Blvd. to Route 1580, construct northbound Auxiliary
Lane. ($5.0 M) (1992-93).
°) Park and Ride Lot for approximately 330 vehicles at Rowland Blvd./US
101. ($1.4 M) (19P9-qO).
10) Route 1580 at Bellam Blvd., relocate north westbound off/on ramps.
($7.5 M , all local) (1993-94).
11) Waldo Interchange, modify ramps.
($3 M, all local) (1Q91-92).
B. PROPOSED PROJECTS (in priority order):
1) Mission St. to North San Pedro Rd., construct northbound and
southbound HOV lanes and southbound auxiliary Lane.
($13 M).
2) San Rafael Viaduct to Route 1580, construct northbound and southbound
HOV and auxiliary Lanes and reconstruct Route 101/1580 interchange
including southbound on/off ramps.
($24 M).
C. CANDIDATE LONG-TERM TRANSPORTATION PROJECTS (AB84):
1) Route 1580 to Sir Francis Drake Blvd., construct northbound and
southbound HOV lanes and southbound auxiliary Lane.
($40.0 M).
2) Miller Creek Rd. to North San Pedro Rd., construct southbound
auxiliary lane.
(2.0 M).
3) Novato to Sonoma County line HOV lanes. (This Project would include
($21 M). Project #10 if constructed
before Project 10)
4) Park and Ride Lot for approximately 200-250 vehicles at Tamalpais
Drive/US 101.
($.75 M).
5) Atherton Ave., to Route 37, construct southbound HOV lane.
($8.0 M).
6) Route 37 to Atherton Ave., construct northbound HOV lane.
($8.0 M).
7) Construct new interchange at Nellen Ave.
($8 M).
8) Route 1580 at Irene St., construct underpass and relocate eastbound
off/on ramps at Bellam Blvd.
($10.5 M).
9) Route 1 at Panoramic Highway, modify intersection.
($0.5 M).
10) 1.7 to 4.0 miles north of Atherton Ave. interchange, construct new
interchange and frontage road.
($7.0 M).
11) Sir Francis Drake localized widening and intersection improvements in
San Anselmo and Fairfax.
($2.05 M).
12) Andersen Drive extension in San Rafael.
($6.43 M).
13) McInnis Drive in Marin County, Novato and San Rafael.
($30-35 M).
14) South Novato Boulevard.
($9 M).
