HomeMy WebLinkAboutCC Resolution 7916 (Pickleweed Child Care Scholarships)RESOLUTION NO. 7916 A RESOLUTION AUTHORIZING THE SIGNING OF A CONTRACT, LEASE OR AGREEMENT THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows: The MAYOR and CITY CLERK are authorized to execute, on behalf of the City of San Rafael, a contract, lease or agreement with Grant Agreement #89-260 with the Marin Community Foundation for Pickleweed Child Care Scholarships in the amount of $3,000.00 (For period from January 1, 1989 to June 30, 1989) a copy of which is hereby attached and by this reference made a part hereof. I, JEANNE M. Marin Community Foundation GRANT AGREEMENT Fund: Fund for Women's Services Contract: Ms. Nancy Percy, Recreation Supervisor, Child Care 415-485-3386 Grantee: City of San Rafael 1400 Fifth Ave., P.O. Box 60, San Rafael, CA 94915-0060 Payee: Same Grant Amount: $3,000.00 For: Six (6) months Grant No.: 89-260 (Fund for Women's Services) Grant Period: From 1/1/89 to 6/30/89 Date Approved: January 26, 1989 Grant Purpose: To provide scholarship funds to help subsidize low-income families using the City of San Rafael's Child Care Program at Pickleweed Park Children's Center in the Canal area of East San Rafael. Grant Objectives: 1. To provide scholarship funds for low-income families who meet the City's income qualifications for subsidized child care in the City's program. 2. To provide assistance to such families in meeting the high cost of child care. 3. To increase subsidized slots available at the City's Pickleweed Park Children's Center in the Canal area of East San Rafael. Payment Schedule: Progress Report(s) Due: One Payment in February 1989 - $3,000.00 None Required Final Report Due: July 31, 1989 Terms of Grant 1. Special Conditions: The following special conditions, if any, must be met by the grantee in order to receive the grant. This award should not be construed to represent any commitment or expectation of future renewal or support from the Foundation. Grant amount from the Fund for Women's Services is to be matched by the City of San Rafael with funds from other sources, as follows: - $1,200.00 from St. Stephen's Guild of Belvedere - $10,000.00 from AMEX Life Assurance Co. The above conditions for matching funds have been met. 2. Hold Harmless Agreement: In accepting a grant from the Marin Community Foundation, the under- signed Grantee hereby irrevocably and unconditional- ly agrees, to the fullest extent permitted by law, to defend, indemnify and hold harmless the Marin COm- munity Foundation, its officers, directors, trustees, employees and agents, from and against any and all claims, liabilities. losses and expenses (including reasonable attorney's fees) directly, indirectly, wholly or partially arising from or in connection with any act of omission of the Grantee, its employees or agents, in applying for or accepting such grant, in expending or applying the funds furnished pursuant to such grant or in carrying out the program or project to be funded or financed by such grant, from or in connection with any act or omission of the Marin Community Founda- tion, its officers, directors, trustees, employees or agents. 3. Budget & Use of Funds Funds must be used by the grantee strictly in accordance with the final budget on which the grant is based. If the grant approved is less than the amount requested, the grantee must submit a revised budget in accordance with the reduced income before the first grant payment can be released Any changes within the final budget must be approved in advance by the Foundation. 4. Payments Payments are made an a quarterly basis unless indicated otherwise. Should the project not be ready to start by the time the first payment is scheduled, payment will be delayed until the following quarter. 5. Audit & Reports The Foundation requires periodic financial and programmatic reports from the grantee on the use of the funds received. Unless other- wise indicated, a progress report is due before the third grant payment can be processed and a final report is due 120 days after the final payment. If nec- essary, an audit may be required Payments on the grant are contingent an the submission of progress reports and special conditions as noted above. Guide- lines on how to prepare the reports will be mailed to your agency one month before the reports are due - 6. Monitoring & Evaluation In order to assess the effectiveness of our grants, the Foundation may monitor or conduct an evaluation of the program funded by this grant, which may include visits by representatives of the Foundation to observe the grantee's program procedures and operations and u discuss the program with the grantee's personnel. 7. Multi -Year Grants It is the usual practice to require an evaluation of the grantee's performance during the first year of a grant before making pay- ment for any successive year. 8. Publicity We suggest that the grantee accept responsibility for media coverage of the grant- Any statement about the Foundation's policies, interests or personnel should be cleared with the Foundation' offices. We ask that materials produced credit the Foundation's support. The Foundation's Public Infc mation Officer would be pleased to advise in the preparation of a press release, or other forms of pub information activities. 9. Reversion All funds not expended for the purpos4 agreed to by the grantee and the Foundation must I returned to the Foundation. We are pleased that the Marin Community Foundation is able to make this grant to your organization, and we wisb you continued success.
