A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SAN RAFAEL
CERTIFYING USE OF A PRIOR EIR
FOR AN ORDINANCE TO AMEND TITLE 14 (ZONING)
OF THE MUNICIPAL CODE
PERTAINING TO GENERAL PLAN CONSISTENCY
WHEREAS, per Section 15153 of CEQA Guidelines, the City may employ a
single EIR to describe more than one project;and
WHEREAS, an initial Environmental Study was prepared in accordance with
the State EIR Guidelines to assess potential environmental impacts of the
proposal; and
WHEREAS, on March 14, 1989, the Planning Commission found that
environmental impacts of the proposed zoning text amendments were covered by the
San Rafael General Plan 2000 FEIR, certified July 18, 1988, and recommended use
of that prior EIR; and
WHEREAS, the proposed zoning text amendment merely clarifies that
building permits and zoning must be consistent with the adopted General Plan; and
WHEREAS, the General Plan EIR addresses General Plan impacts which are
referenced in this zoning text change.
NOW THEREFORE, BE IT RESOLVED that the City Council finds the prior
FEIR for the San Rafael General Plan 2000, certified July 18, 1988, covers all
impacts associated with the proposed zoning text amendment.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify
that the foregoing resolution was duly and regularly introduced and adopted at a
regular meeting of the Council of said City on MONDAY the 20th day of
MARCH , 1989, by the following vote, to wit:
