HomeMy WebLinkAboutCC Resolution 7938 (Merrydale Overcrossing)as follows: RESOLUTION NO. 7938 A RESOLUTION AUTHORIZING THE SIGNING OF A CONTRACT, LEASE OR AGREEMENT THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES THE DIRECTOR OF PUBLIC WORKS is authorized to exe- cute, on behalf of the City of San Rafael, a Request of Increased Compensation, Merrydale Overcrossing, dated March 2, 1989 by Wilsey & Ham, a copy of which is hereby attached and by this reference made a part hereof. Project Request for Additional Authorization Dear Lloyd: ENGINEERING AND PLANTTING SERVICES Public Improvements • !And D ecclopuncnt • TramparWtion 355 Lakeside Drive, Suite 200 Foster City, California 94404 (4 IS) 349-2151 Telecopier: (415) 345-4921 We have and will be incurring extra costs due to the reasons set forth below. This work falls into the following categories: 1. Scettrini Widenina Due to the requested widening of Scettrini Drive at the eastern end of the project, several base sheets have been revised to reflect this change. The design to accommodate this widening includes retaining wall design, additional geotechnical borings and recommendations, storm drain system revisions and revisions to the required right-of-way and easements documents. Coordination efforts with Las Gallinas Sanitary District are necessary for the force main which crosses the retaining wall area. Requested Authorization $33,200 2. Northbound On -Ramp Storm Drain Svstem Due to the lack of cover between the existing storm drain system and the proposed ramp at the northern end of the ramp it has necessitated a considerable amount of additional hydrology, storm drain calculations and additional field surveys. Approximately 700 feet of reinforced concrete box culvert has been designed with special inlet and pipe connection details to solve this cover problem not identified by Caltrans in its original design. Requested Authorization $23,000 3. Additional Ricrht-of-Wav Coordination We have responded to questions and requests by Pat Semple, an appraiser working on the project. As part of this additional coordination, we have: met with Pat Semple and Ed Dunne to discuss the right-of-way requirements map, staked the right-of- way and easement limits in the cemetery for a meeting between Pat Semple and the owners, and have transmitted plan information to the engineering representatives of the cemetery and Great Western July 28, 1989 Page Two. Savings and Loan. We expect that this coordination will continue during the appraisal process. Requested Authorization $7,000 4. Additional Utilitv Coordination We have been responding to requests by the utilities for the checking of preliminary information, explanations of the project plans and transmittals of additional information as requested. Requested Authorization $6,000 5. Las Gallinas Vallev Sanitary Sewer Relocation Desian We have been asked by the Las Gallinas Valley Sanitary District to do the relocation design of their facility which is in conflict with the approach retaining walls on Merrydale Road. As discussed earlier with the City, we are planning on doing this design which will be included in our utility relocation plans. Requested Authorization $3,000 6. Las Gallinas Stripina and Sianalization The signalization at the Las Gallinas/Merrydale Road Intersection as shown on the approved GAD drawing will be revised as requested. This also will require the restriping of approximately 1400 feet of Las Gallinas to channelize for this signalization. In order to make the striping alignment work at the Las Gallinas/Merrydale intersection, the eastern Las Gallinas curbline south of Merrydale Road will need to be pulled back (easterly) 3 feet. This will require additional geometrics and grading, design another typical section to address this area, additional field surveys and design of landscaping and irrigation to be reconstructed in kind. Requested Authorization $10,400 7. Additional Landscanina As discussed by letter with the submittal of the Landscape Design Report, Caltrans has requested additional landscape design beyond what was originally required for the slopes adjacent to Civic Center Dr. within 101 right-of-way. Requested Authorization $5,700 8. Pac Bell Manhole Access Structure Pac Bell has agreed to construction of a vehicle access structure to its existing manhole in Civic Center Drive through the Civic Center Dr. retaining wall in lieu of reconstructing and July 28, 1989 Page Three. relocating its facility. In addition to the vehicle access structure under Civic Center Dr., a drive access and landscaped modification will be required to the existing improvements in Civic Center Plaza. Additional field surveys will be required to locate the existing improvements in order to design the required modifications. Requested Authorization $36,500 9. Excanded Hiahwav Liahtina The original concept was to provide street lighting at the Merrydale intersections with Las Gallinas and Civic Center Dr. Subsequently, it was requested that street lighting be extended for the full length of Merrydale and for several hundred feet of Civic Center Dr. Requested Authorization $8,500 10. Preparation of Stakina Notes and Loa of Borinas Our original contract did not include contemplate preparation of staking notes to be used by the contractor for construction staking and preparation of a log of borings sheet which presents the results of the soils boring taken in the field. Requested Authorization $9,700 11. Northbound On -Ramp Modifications During Caltrans' recent review -of the project plans they have advised that the geometrics of the northbound on-ramp will have to be changed from those previously prepared by Caltrans and given to the City and Wilsey & Ham. This change will require a complete redo of the design and plans including the storm drain system, retaining wall and will likely require further modifications to Redwood Highway. The exact costs to complete this major redesign cannot be determined with certainty until further studies are undertaken and Caltrans approves the revised geometrics. Therefore, the following Requested Authorization is considered a best estimate available at this time based on the anticipated need to revise or completely redo approximately 18 sheets or about 20% of the total sheets. If Caltrans should, after further consideration, decide not to require this change we will only bill the City our actual charges to this account which are approximately $500 as of this date. Expanded Prosect Complexity and Duration The Civic Center Dr. retaining wall, with the addition of the Pac Bell vault has become more complex to design and detail on the drawings. With the additional design features added to the project along with extended review times will extend the completion date of the project ready for bidding and construction by an estimated 4 months adding additional time and charges for overall coordination and supervision. Additional meetings and review comments are anticipated from Caltrans due to changes of its project personnel. Together the foregoing items have and will increase our cost significantly. Requested Authorization $20,000 Based on the foregoing we hereby request authorization to increase our budget by $233,000 to a new total of $646,000 by returning a signed copy of this letter to us for our files. As soon as authorization is received our subconsultants can proceed with the Pac Bell vault, Scettrini retaining wall and Wilsey & Ham can proceed with its portion of the remaining work to keep the project moving towards approval.
