A RESOLUTION AUTHORIZING THE SIGNING OF A CONTRACT,
LEASE OR AGREEMENT WITH BRIAN WITTENKELLER, LANDSCAPE
ARCHITECT, TO PREPARE PLANS, SPECIFICATIONS AND
ESTIMATES FOR THE PEACOCK GAP NEIGHBORHOOD PARK (NOT
TO EXCEED $10,000)
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as
follows:
The Director of Public Works is authorized to execute,on
behalf of the City of San Rafael, a proposal for services with Brian
Wittenkeller, Landscape Architect, to prepare plans, specifications
and estimates for the Peacock Gap Neighborhood Park, a copy of which
is hereby attached and by this reference made a part hereof.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
California, hereby certify that the foregoing resolution was duly
and regularly introduced and adopted at a regular meeting of the
Council of said City held on the first day of May, 1989, by the follow-
ing vote, to wit:

Re: ProAosal for Professional Services for Revision of
Contract Documents for Peacock Gap Community Park
Dear Dave:
This proposal is based on a meeting with yourself, Lloyd Strom
and Sharon McNamee, as well as research and review of project
data and information and a site visit by myself. The objective
of this proposal is to outline the scope of services necessary to
complete revised contract documents for the construction of the
Park and to provide for on-site review by the Landscape Architect
during the construction process.
The proposed work is divided into tasks as follows:
Task No. 1 - Preparation of Revised Base Mao for Proiect Area ($500)
The consultant will compile from on-site measurements and surveys
the existing conditions of the as -built improvements at the site.
The consultant will review any as -built drawings prepared by the
contractor or the City for inclusion on the as -built map.
Task No. 2 - Preparation of Revised Contract Drawings ($2,300)
The consultant will revise the planting plan to reflect the
existence of newly planted materials at the site and modify the
proposed planting plan accordingly. The consultant will also
review the irrigation plans in light of the water shortage
recently experienced and anticipated high cost of irrigation
water and modify -the irrigation plans to minimize water usage
through the installation of drip irrigation where feasible.

Task No. 3. - Preparation of Bid SchedulQ ($500)
The consultant will prepare an itemized bid schedule outlining
the scope of work for a base bid contract which will be designed
to be constructed well within the available funding. Secondary
items for bid alternates will be included that will allow the
City and the community to choose what additions will be added
once the bids are received.
Task No. 4 ($500)
The consultant will prepare a revised set of construction
technical specifications.
Task No. 5 (Maximum $6,200)
The consultant will provide assistance to the City during the bid
process and provide construction review during the construction
process.
Cost of Services:
The maximum fee which will not be exceeded without your approval
for the above work is $10,000. This fee is based on hourly rates
as follows:
Principal $75.00/hour
Associate $45.00/hour
Drafter/Technician $35.00/hour
Additional. Services:
Any additional services requested by the City will be billed at
the above hourly rates.
Contract Conditions:
The above -quoted costs are based on the following:
A. Costs include all professional, secretarial and graphic
services, required to complete the work as outlined above.
Incidental costs such as travel and out-of-pocket expenses
are included in the above -quoted costs. These costs do not
include the cost of reproduction of drawings and specifica-
tions which will be paid for separately by the City.
B. Additional services requested beyond the outlined scope of
work will be billed at the normal hourly rates.

C. Our firm will submit invoices to you on a monthly basis in
accordance with the completed work. Late payments 30 days
from invoice date are subject to 1-1/2% per month late
charges. Should the work be completed in less time than
estimated you shall realize the savings and be billed
accordingly.
We look forward to working with you and are excited about
completing this much needed park and recreation facility in the
near future.
