PRESENTS THIS

WHEREAS, ANNE MOORE began her career with the City of San Rafael as a Senior
Planner. She quickly advanced to Acting Planning Director and in
February, 1981 was appointed Planning Director; and
WHEREAS, Several significant projects were completed during her tenure with
the City, not the least of which were the Peacock Gap Neighborhood
Plan (1980), the Northgate Activity Center Plan (1978-1982), the East
San Rafael Wetlands Mitigation Plan (1982), the Housing Element (1985),
and the San Rafael General Plan 2000 (1986-1988); and
WHEREAS, In completing these and other projects, quality and innovation were
the key characteristics in ANNE's work. The first comprehensive traffic
mitigation fee program in Marin County, a ten percent inclusionary
housing policy that was voluntary in the Housing Element and mandatory
in the General Plan, and policies in the General Plan relating the
timing of development to traffic and infrastructure levels of service
are all examples of ANNE's work, and
WHEREAS, Many of these projects received acclaim from reviewing agencies such
as the Bay Conservation and Development Commission and the State Depart-
ment of Housing and Community Development; and
WHEREAS, During ANNE's administration as Planning Director, she emphasized
the need for advance planning, and was successful in creating an Advance
Planning Division in the Planning Department, and her expertise,
intelligence and strong sense of process have been invaluable assets
to the administration of the Planning Department and the City of San
Rafael;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael
hereby expresses its deep appreciation for ANNE's contribution to
the planning effort in the City of San Rafael, and wishes her the
best in her future endeavors.
