HomeMy WebLinkAboutCC Resolution 7666 (Life Support Services)RESOLUTION NO. 7666 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING THE JOINT POWERS AGREEMENTS BETWEEN THE CITY OF SAN RAFAEL AND COUNTY SERVICE AREAS 13, 19 AND MARINWOOD FOR ADVANCE LIFE SUPPORT AND BASIC LIFE SUPPORT SERVICES (PARAMEDIC SERVICES) THE CITY COUNCIL OF THE CITY OF SAN RAFAEL hereby approves the Joint Powers Agreements between the City of San Rafael County Service Areas 13, 19 and Marinwood for Advance Life Support and Basic Life Support Services (Paramedic Services) through June 30, 1991, and authorizes execution of said Joint Powers Agreements by the Mayor and City Clerk, copies of which are attached and by this reference made a part hereof. LEONCI City Clerk JOINT POWERS AGREEMENT GSA I Thi agreement, made and entered into this-LL%fi= day of -EL ---, 1981 by and between COUNTY SERVICE AREA 1Z of the COUNTY OF MARIN, hereinafter referred to as "Service Area", and the CITY OF SAN RAFAEL, hereinafter referred to as "Contractor". WITNESSETH WHEREAS, the parties to this agreement first entered into a Joint Powers Agreement agreement, dated August 9, 198;. The agreement provided for the Contractor to provide advance life support ("ALS") and basic life support ("BLS") emergency ambulance service to the residents of the Service Area as described in Exhibit A attached hereto and by this reference incorporated herein. The purpose of this agreement is to continue these service=_ and to fix a means and method of payment. 1. In consideration of the provision of such services to the residents of the Service Area, Service Area will pav Contractor as 011lows: For fiscal year 1987-88 and each subsequent fiscal year, Service Area agrees to pay Contractor an amount equal to the projected actual cost of providing paramedic service as determined by paragraph ?. below. ; N// 'As����G f 2. The projected actual cost of providing paramedic service shall be calculated by Contractor in accordance with the criteria listed in Exhibit B attached and shall include the County's charge for processing and calculating the parcel charges. In no case shall this cost of service exceed the amount oenerated by a ma;: i mum per dwelling unit charge within the Service Area. This projection will be subject to review and analysis and finalized by representatives of the Service Area in a meeting with Contractor to be held no later than August 1st of each year. �. This Agreement shall continue in full force and effect thrOUQh June 3.0, 1991. It is understood that Contractor, no later then May 1, 1990, will meet with Service Area to negotiate services provided and sums payable to Contractor for fiscal year 1990-91 and beyond. Exhibit B Format for Allocation of Paramedic Services A. Staffing Pattern. The total staffing required to provide paramedic service shall be calculated as follows: I. Agreed upon number of posts times 24 hours' times 365 days equals total hours of coverage required. 2. Total number of hours available per year per employee equals 2,912, less average annual usage for vacation, sick leave and training equals net hours available per year per employee. 3. Divide total hours of coverage by net hours available per year per employee equals the number of staff required to provide this service. B. Salaries/Benefits. The cost of salaries and benefits shall be calculated as follows: 1. The estimated annual salary for a year -plus holiday pay, overtime, retirement, health/dental coverage, Workers Compensation, uniform allowance, and educational incentive equals the total annual cost per employee. 2. Total annual cost per employee times number of staff required to provide the service from Section A above equals total salary and benefit cost. C. Auxiliary Staff. Overhead costs applicable to auxiliary staff may be charged provided that the City documents the percentage of each auxiliary staffs total time spent on the paramedic program. Such auxiliary staff costs shall be calculated as follows: Percentage of time spent by each staff member times the annual salary plus benefits of that staff member. D. Services and Sup lies. A line item expenditure listing for all services and supplies for the coming fiscal year shall be supplied by City along with the actual and estimated expenditures by line item for the current fiscal year. E. Total Budget for Paramedic Program 1. The total cost for the Paramedic Program shall be calculated as the sum of the total salary and benefit costs from Section B above plus total auxiliary costs from Section C above plus total services and supplies costs from Section D above. F. The cost per dwelling unit shall be calculated as follows: Total budget for Paramedic Program -times the percentage of CSA #13 dwelling units are to the total number of dwelling units for the City of San Rafael, CSA V19, Marinwood CSD, and CSA f/13. The number of dwelling unit figures shall be as supplied by the County Auditor -Controller. I r - JOINT POWERS AGREEMENT CSA 19 This agreement, made and entered into this_Zi�ZZ-.Zday of 194f by and between COUNTY SERVICE AREA 19 of the COUNTY OF MARIN, hereinafter referred to as "Service Area", and the CITY OF SAN RAFAEL, hereinafter referred to as "Contractor". WITNESSETH WHEREAS, the parties to this agreement first entered into a Joint Powers Agreement agreement, dated August 9, 198,. It is understood that Contractor, no later than May 1, 1990, will meet with Service Area to negotiate services provided and sums payable to Contractor for fiscal year 1990-91 and beyond. Such auxiliary staff costs shall be calculated ,as follows: Percentage of time spent by each staff member times the annual salary plus benefits of that staff member. D. Services and Sup lies. A line item expenditure listing for all services and supplies for the coming fiscal year shall be supplied by City along with the actual and estimated expenditures by line item for the current fiscal year. E. Total Budget for Paramedic Program 1. The total cost for the Paramedic Program shall be calculated as the sum of the total salary and benefit costs from Section B above plus total auxiliary costs from Section C above plus total services and supplies costs from Section D above. F. The cost per dwelling unit. shall be calculated as follows: Total budget for Paramedic Program • times the percentage of CSA it 13 dwelling units are to the total number of dwelling units for the City of San Rafael, CSA x/19, Marinwood CSD, and CSA 013. The number of dwelling unit figures shall be as supplied by the County Auditor -Controller.
