AIA, for professional services, not to exceed $3,500, for investigation and vreliminary design work related to seismic repairs at Falkirk Cultural Center. a scope of work is hereby attached and by this reference made a part hereof. Leonci%i, City Clerk aC9, A �w 8� MORRIS NEIL FINISY AIA ARCHITECT 1408 FOURTH STREET SAN RAFAEL, CALIFORNIA 94901 Mr Vaughn Stratford Library Director Box 60 San Rafael, Ca 9+915-0060 Dear Vaughn (415) 433-4733 2 March 19$$ Re:Falkirk—seismic & related repairs I understand the objectives for the current budget year regarding Falkirk to be as follows: 1— Repair failing West foundation — under Kitchen; foundation movement is causing cracking in Kitchen above and in Reading Room, 2nd floor above. Refer our report of 10/31/$6, item 2; 2— Possible solutions and options regarding four unreinforcei brick chimneys, some 55' tall, were discussed in the above report, item 3; The objective is to brace, reinforce, reconstruct, or take other actions to decrease the risk of failure under seismic loading. Fireplaces would rot be operable. It is very doubtful that the budgeted sum will allow for top to bottom correction of all chimneys. Architectural and engineering services for the above would involve two basic phases. Attention following is directed to chimney work since the foundation repair is a relatively straightfoward problem. Phase 1 Investigation and preliminary design 1.1 Gather precise data about each chimney at each level: above roof; attic; 3rd, 2nd & 1st floors; basement. Each chimney is different in terms of dimensions and relation to building walls; two chimneys are exposed as part of the building exterior wall and two are essentially internal. 1.2 Develop and recommend an approach to each chimney; prioritize actions and estimate costs; actions proposed would probably need to allow for phased construction in some or all cases. 1.3 We are aware that the general character, or style, of the building must be preserved and the historic status will require careful attention to detail. It should be noted that the existing chimneys, from about 2' above the roof, are not original; my assumption is that the originals were lost in 1906. 1.4 Cost of Phase 1 services will not exceed $3500; details regarding billing periods, rates, reimbursables etc will be det'ineci cont — 2 — MF 3/2/8$ in an addendum to this proposal. Phase 2 Construction Documents 2.1 When the City is in agreement with the recommended actions and priorities, or as these are modified by additional input, we would prepare documents for bidding and construction; we would review bids and make recommendations; construction phase services would include field visits, pay request reviews, final and follow up inspections. 2.2 The scope of this work will depend on budget in relation to estimated costs and will remain unknown until Phase 1 is complete. At that time we will be able to define the architectural and engineer— ing services required and submit a proposal with a maximum sum. We may or not need to prepare alternate bids, or design systems for phased construction. Structural Engineers Engle & Engle were consultants for the 1986 investigations, and would be asked to provide the engineering services for this project. The coordination of the architectural and engineering aspects of the work is particularily important when dealing with a structure of this vintage and such beauty.
