A RESOLUTION AUTHORIZING THE SIGNING OF A
CONTRACT, LEASE OR AGREEMENT
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
The MAYOR and CITY CLERK are authorized to execute, on behalf of
the City of San Rafael, a contract, lease or agreement,with

Funds to come from Park & Recreaton Facilities Fund)
a copy of which is hereby attached and by this reference made a part
hereof.

AGREEMENT FOR PROFESSIONAL PLANNING SERVICES
This AGREEMENT is made and entered into this 20th day of
JULY,1987, by and between the CITY OF SAN RAFAEL (hereinafter
referred to as City) and MOORE, IACAFANO AND GOLTSMAN
(hereinafter called Consultant).

In accordance with the Agreement, the Consultant
agrees to provide contract planning services for the
Pickleweed Park Community Needs Assessment R Design
Guidelines Study as outlined in the schedule and
work tasks described in the attached Work Program
(see Attachment A). The Consultant agrees to be
available to perform the work specified in this
Agreement in the time frames specified.

The Consultant, in performance of the Scope of Work
referred to above, will work under the direction of
the City's Recreation Director or the Director's
appointed representative. It is understood and
agreed that the Consultant is, and at all times
shall be, an independent contractor and nothing
contained herein shall be construed as making the
Consultant, or any individual whose compensation for
services is paid by the Consultant, an agent or
employee of the City, or authorizing the Consultant
t• � create or assume an obligation for or on behalf
of the City.
C_ Payments
For the payments specified herein, which the City
agrees to make, the Consultant will undertake the
above noted work. Payment of contract planning work
shall be as follows:
(1) The Consultant shall receive 10% of the total
agreement budget upon execution of this agreement, a
total of $1729.
(2) The Consultant shall receive $3627. after
receipt and city staff review (within one week) of
the summary documents for work tasks 1.1. 1. 2, 1.4
and 1.5 as described in the attached work. program.
(3) The Consultant shall receive $3600. after
receipt and city staff review (within one week) of
completion of the administration of the community
survey instrument. (Work task 1. 3, part I) .

(4) The Consultant shall receive $3600. after
receipt and city staff review (within one week) of
summary report of Community Survey (Work Task 1.3,
part II).
(S) The Consultant shall receive $2178. after
receipt and city staff review (within one week) of
summary report of the Environmental Inventory and
Analysis (Work Task 2).
(6) The Consultant shall receive $2556. after,
receipt and city staff review of summary report
of Site Program and Design Guidelines.
(7) Payments by the City shall be made within 15
days of receiving each billing invoice.
D. Terms .
The term of this Agreement shall be through December
31, 1987. Either party may terminate, with or -
without cause, by giving the other party thirty (air)
days written notice. In the event of Agreement
termination, City shall pay Consultant all sums then
due and unpaid under this Agreement. Payment by
City of such compensation shall be considered full
and final settlement for all work performed by the
Consultant under this Agreement. A 1 1 completed
reports s and other documents and materials described
in Attachment A shall became the property of the
City.
E. Arbitrat On
All claims or disputes between the CITY and the
CONSULTANT relating to this Agreement shall be
decided by arbitration in accordance with the rules
of the American Arbitration Association conducted in
Marin County under the laws of the State of
California. The decision of the arbitrator shall be
final and binding on the parties. In interpreting
the provisions of this Agreement, the arbitrator may
make an award of costs and fees, including
attorney's fees necessitated by arbitration.
F. A l t eM-Ons :
This Agreement may be modified, as necessary, for

the successful and timely completion of the services
to be provided. Any alteration shall be expressed
in writing, as an amendment to this Agreement, and
shall be approved by bath parties. Amendments to
Attachment A may be made by mutual agreement of
Consultant and City's Recreation Director.
IN WITNESS WHEREOF, City and Consultant have caused their
authorized representatives to execute this Agreement the day
and year first written above.

Dear Sharon:
Here is the revised scope of services to develop a site
development program for Pickleweed Park.
This draft includes all of the steps we outlined in the initial
work program description and during our discussions with you
and your staff, and from our brief tour of the site. We think
that these steps will help you achieve a site development
master plan that is based on a true cross-section of
neighborhood opinion and sound technical expertise.
We have the revised the draft version of the scope from May 11
based on your desire to conclude this phase of work with Task
3, the preparation of the site development program and design
guidelines. It is our understanding that you would proceed
with development of a master plan for Pickleweed Park in
connection with the overall shoreline planning process.
We are available to begin work immediately and see no
difficulty in structuring the work program so that you can
receive information about siting of temporary child care
facilities this Autumn.
Again, we welcome your comments and suggestions on this draft
scope of services and look forward to the possibililty of
working with you and your staff at Pickleweed Park.

TASK ORDER
CONSULTING SERVICES AGREEMENT FOR THE DEVELOPMENT OF A MASTER
PLAN FOR PICKELWEED PARK AND A COMMUNITY NEEDS ASSESSMENT
BETWEEN MOORE IACOFANO GOLTSMAN AND THE CITY OF SAN RAFAEL,
CA
In accordance with the provision of the Agreement for
Professional Consulti'ng Services for the Development of a
Master Plan and Community Needs Assessment, between the City of
San Rafael, Department of Recreation (hereinafter referred to
as CLIENT), and Moore, Iacofano, Goltsman (hereinafter referred
to as CONSULTANT), dated on the day of 1987, this Task
Order is signed and executed by authorized representatives of
both parties and shall be attached to said agreement and
thereby made a part thereof.
Under the Scope of Services, the CONSULTANT will provide
professional consulting services to CLIENT which are generally
describe3 as follows:
Provide assistance to the Department of Recreation of the
City of San Rafael in developing a master plan for
Pickleweed Park. Work covered by this agreement
includes: community needs assessment; facilitation of a
co=unity task force meetings and community workshops;
environmental inventory, constraints and opportunities
analysis; neighborhood survey; development of site
development program and design guidelines. Subsequent
tasks would include: creation of a site master plan with
rough construction cost estimates and a phased development
plan.
A. SCOPE OF SERVICES
The specific tasks and responsibilities for the CONSULTANT and
CLIENT in the performance of this task order are as described
below:
TASK 1: CONDUCT NEIGHBORHOOD PARK NEEDS ASSESSMENT
CONSULTANT working with CLIENT will develop a series of methods
to solicit representative opinions from the community
concerning the future development of Pickleweed Park.
Task 1.1 Organize Project Task Force
CONSULTANT will assist the CLIENT in organizing a
Task Force to guide the master planning process. The
Task Force w_1 be representative of community and
agency inter sts. The Task force will meet at
critical poi:: -s in the process to give opinions,
review information and assist in the evaluation of
planning options.
Task 1.2 Facilitate Community Walking Tour Workshop
CONSULTANT will organize, with assistance from
CLIENT, a structured walking tour of Pickleweed Park
for Task Force members and neighborhood residents.
CONSULTANT will facilitate a follow-up discussion
session on the same day to summarize participant
observations of the site's major opportunities and
constraints. CONSULTANT will prepare a report of the
workshop and deliver one camera ready copy of the
report to CLIENT.
Task 1.3 Conduct Neighborhood Survey
CONSULTANT will develop, with assistance from CLIENT,
a neighborhood survey instrument for sampling the
opinion of East San Rafael Neighborhood residents
about potential site improvements at Pickleweed
Park. CONSULTANT will prepare a stratified sampling
plan and pilot test the survey instrument.
CONSULTANT will provide trained field staff to
administer the survey. A special effort will be made
to solicit opinions from a representative
cross-section of neighborhood ethnic groups. The
survey instrument will be translated into multiple
languages and several field staff will be provided
with multi -language capability. The CONSULTANT will
analyze survey results and prepare a brief report on
the major findings (Maximum 300 respondents and 10
questions).
Task 1.4 Conduct a Workshop with Children and Youth
CONSULTANT will organize, with the assistance of the
CLIENT, a one day event designed to solicit opinions
and ideas from neighborhood children and youth.
CONSULTANT will produce a written summary of workshop
results and deliver one camera-ready copy to CLIENT.
Task 1.5 Conduct Site Observation of Existing Use Patterns
CONSULTANT will conduct behavioral observations of
the park in use. Observed use patterns will help
demarcate the most intensively used portions of the
park, reveal potential user group conflicts, and
cross -validate neighborhood survey findings. This
information will be summarized on maps in conjunction
with the environmental analysis.
TASK 2: CONDUCT ENVIRONMENTAL INVENTORY AND FEATURES
ANALYSIS
CONSULTANT will prepare an environmental inventory and analysis
of existing site features. This study will include but not
necessarily be limited to: pedestrian and vehicular
circulation; vegetation; soil and surface conditions; view
possibilities; micro -climate; accessibility; design constraints
and opportunities. Th,s work will be carried out concurrently
with the community needs assessment so that community goals and
ideas can be integrated with site conditions in the next task.
CONSULTANT will present this information using maps and charts
at one (1) meeting of the Task Force.
TASK 3: PREPARE SITE DEVELOPMENT PROGRAM AND DESIGN
GUIDELINES
CONSULTANT will develop a written document which identifies
park improvements, priorities and cost implications. Design
guidelines will be based on the site analysis and user needs
information collected in Tasks 1 and 2. Guideline statements
will give direction in the schematic and detailed design phases
so the community needs assessment and site analysis can be
operationalized. CONSULTANT will prepare a written guidelines
document and one camera ready copy. The site design program
will be reviewed and confirmed at one (1) meeting of the Task
Force.
This concludes the scope of work which is budgetted in this
proposal. At CLIENT's option, tasks 4, 5 and 6 could be
included under a separate task order or combined with the
overall Shoreline Master Planning process.
TASK 4: PREPARE DRAFT MASTER PLAN
CONSULTANT working with the CLIENT will create the draft master
plan for the park including a written document, supporting maps
and diagrams. The Master Plan will be developed at 1" = 50'
scale with up to two (2) special areas at 1" = 20' or 1" = 10'
scale as appropriate. CONSULTANT will prepare a set of
drawings for review and confirmation by the Task Force (1
meeting).
TASK 5: CONDUCT REVIEW OF DRAFT MASTER PLAN
CONSULTANT will facilitate one (1) special community workshop
to review the draft master plan.
TASK 6: PREPARE FINAL MASTER PLAN
Based on the comm<•nts received during the previous task,
CONSULTANT will modify the plan accordingly and produce a final
version. CONSULTANT will deliver one set of reproducible
drawings and illustrative site plan for presentation. The
final plans will be reviewed at one (1) meeting of the Task
Force.
The diagram on the following page shows the sequence and
inter -relationship of Tasks 1 - 6.

B. COMPENSATION AND BUDGET
For and in consideration of the services provided by the
CONSULTANT as described in Article A of this Task Order,
the CONSULTANT shall be compensated as set forth in the
basic agreement, to which this Task Order is attached and
included therein as Task Order (Rates for Principal are
$65/hour; Associate: $40/hour; field staff: $15/hour).
