RESOLUTION OF THE SAN RAFAEL CITY COUNCIL
GRANTING APPEAL OF ADMINISTRATIVE DECISION NOT TO ACCEPT
DEVELOPMENT APPLICATION FOR
1555 FRANCISCO BOULEVARD
WHEREAS, on June 12, 1987, Robert Nolan appealed
to the City Council the Planning Department adminstrative decision
not to accept and review his development plans for 1555 Francisco
Boulevard consistent with Council Resolution No. 7427 adopted
on September 2, 1986; and
WHEREAS, the City Council conducted a public hearing
on said appeal on July 20, 1987, at which time the Council
considered the submitted staff report, appeal letter and testimony
from the appellant.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael
City Council finds that the circumstances surrounding the proposed
application for an industrial office building at 1555 Francisco
Boulevard are unique and special in that the property owner/appellant
had previously secured City approvals in 1978 to construct
such a project but was precluded from developing his property
due to a serious illness and that surrounding properties are
already similarly developed.
BE IT FURTHER RESOLVED that the Council hereby grants
the appeal and directs the Planning Department staff to accept
such development application from the appellant at such time
as he submits said application, consistent with all other City
rules and procedures concerning development applications.

hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council
of said City on MONDAY , the THIRD day of AUGUST ,
1987, by the following vote, to wit:
