Background Information The California Department of Nater Resources is soliciting grant proposals for locally sponsored stream restoration projects. This application and any accompanying documents required by this application must be postmarked by no later than November 30, 1987, to be eligible for funding. This application will be reviewed by a team of specialists including planners, landscape architects, engineers, ecologists and fish and wildlife biologists. The team will determine if the application meets the minimum requirements for funding as specified in the attached "Policies of the Implementation of the Urban Streams Program." The team will then evaluate the eligible proposals in order to rank their performance against the criteria for establishing priorities for financial assistance as listed on pages 3 and 4, Section II of the Pblicies. After weighing the merits of the proposals against available program funds, the team will recommend awards to the Director of the Department of Nater Resources. The team may recommend a lower level of funding than the application request if it determines that the applicant can still conduct a meaningful portion of the proposed work or can raise the difference in funding from other sources. The limit for financial assistance for this grant cycle is $50,000. However, the average grant amount will probably be between $20,000 and $30,000. Applications for smaller amounts down to a few hundred dollars are encouraged for those co=unity groups or local governments who are involved in simple maintenance projects or volunteer organizing projects. Notification of application results will occur during the winter of 1988. The Department will require submission of copies of any necessary government permits, agreements or environmental impact reports at the time a contract is negotiated to transfer the grant award to the applicant. Except for Daps, design specifications or existing reports you may have, please confine your information to the space provided on this application. I. Summary Statement Describe the Purpose of your Project Proposal. How will your project or plan help contribute to the reduction of property damages from floods, bank failure or contribute to stabilizing the stream system and watershed? Are you seeking assistance for the planning or implementation stage, or both? The purpose of this project is to restore eroded earth creek banks and bottoms and help prevent flooding of private properties and public streets. The current ero- sion problem is threatening backyards of residences along the creek and the eroded earth material is being washed downstream where it obstructs street culverts with result- ing flooding. It is also planned to remove debris from the creek which obstructs the flow of storm water. Assistance is sought for this implementation (construction) stage. Environmental Impact Reportsp or other documents that may help describe the project. The creek banks and bottom will be restored using rock rip -rap. Filter fabric will be placed between the eroded earth bank and the rock. This filter fabric prevents further erosion of the earth bank. Low rock check dams will also be placed where needed to slow creek velocities to prevent erosion to earth banks that are currently stabile and not in need of repair. Some grouting of the rock may also be required due to steepness of the creek banks. Debris will also be removed where needed. The above described measures will restore the creek and stabilize the banks and bottom. Please refer to attached drawing. III. This public agency will design plans and prepare specifications for competitive bid for the creek restora- tion project. The project is supported by the residents of the area that are effected by the bank erosion threatening their properties and flooding of the area. The proposed project is also supported by the area's Homeowners' Association. V. What educational benefits will be derived for the public and what technical contributions to the problem of stream restoration or stream corridor management may this project provide? This project will provide for the restoration of creek banks and bottoms and the removal of debris at a minimal cost. The creek will be left in a close to natural state as opposed to solving the erosion and flooding problem by constructing a concrete channel. VI. What will you submit to the Department of Water Resources that describes the methods and results of your project? Plans and specifications for the project that describe and show the restoration work. Repair erosion damage to stream banks and bottom on an as needed basis. If project proceeds this work should be minimal. The stream is cleaned once a year by City main- tenance forces of debris and excessive plant growth that would obstruct storm water flow. VIII. If you do not receive your grant request, what other options do you have to meet your project objectives? If your grant proposal was selected for partial funding, what components of your project would you choose for priority funding? If the grant is not received other funds to complete the project are not available. If the project was only partially funded then only a few of the eroded areas can be restored. IX. The legislation authorizing this program requires that the applicant provide an unspecified local contribution to the costs of the project. This contribution can be financial, materials, labor, volunteer labor, staff time, land easements, etc. State how you will meet this requirement. The City will provide for cost of engineering design, inspection, and contract administration for the project. -4- X. If the grant is received, work would probably commence in the summer of 1988 and be completed within a month there- after.
