A RESOLUTION AUTHORIZING THE SIGNING OF A
CONTRACT, LEASE OR AGREEMENT
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
The MAYOR and CITY CLERK are authorized to execute, on behalf of
the City of San Rafael, a contract, lease or agreement with
the County of Harin to contribute $1,458.31 for the operation o"

a copy of which is hereby attached and by this reference made a part
hereof.

LETTER OF UNDERSTANDING
The undersigned, being a duly authorized representative of
City of San Rafael and acting on Cit., of San Rafael ,s
(Company) (Company)
behalf, agrees to contribute a total sum not to exceed $ 1.458.31
to the County of Marin for operation of a Terra Linda/Northgate weekday lunch
hour shuttle service. This contribution will subsidize the shuttle bus service
for the period of December 8, 1987 to June 30, 1988.
The contribution will be made as a monthly installment in the amount
of $ 208.33 , or as pro -rated for a time period of less than
a month.
In the event that the County of Marin elects to discontinue the shuttle
bus service before the date of June 30, 1988, the City of San Rafael is

financial obligation to the County of Marin shall terminate at the time the
service is discontinued.

DESCRIPTION OF PROPOSED SHUTTLE BUS SERVICE
FOR THE TERRA LINDA AREA
I. PROPOSAL
A new shuttle bus service is 'proposed for the Terra Linda area that
will provide weekday lunch hour transportation to a potential market of
over 5,000 employees that wish to shop, run errands, or eat lunch at
the Northgate Mall during the noon hours. The proposed service would
commence operation on December 1, 1987, and operate Monday through
Friday between the hours of 11:00 a.m. and 2:00 p.m. with two shuttle
buses traversing the route on 15 -minute service frequencies. Service
would be provided to the following major employers in the Terra Linda
area:
Marin County Civic Center
Fireman's Fund (Civic Center Drive)
Industrial Park Area (Mitchell Avenue)
Fireman's Fund (Lucas Green)
Kaiser Hospital
Schedule
Please refer to the attached schedule for a detailed explanation of the
proposed service frequencies and employment sites that would be served.
Convenient shuttle bus stops would be located at either end of the
Northgate Mall adjacent to Sears and the Emporium.
The new shuttle bus service would be provided by an existing
contractor, Lake County Transit, Inc., that currently operates a
shuttle bus service in the East San Rafael area known as SMART. The
Marin County Transit District would serve as the fiscal and
administrative agent and accordingly supervise the provision of service
by the contractor. Existing vehicles currently used in East San Rafael
during commute hours would be dedicated to providing Terra Linda
shuttle service during the mid-day, thereby resulting in significant
cost reductions as compared to a service that utilized fully dedicated
vehicles. Examples of such savings include: insurance costs, vehicle
depreciation, maintenance, and operations base expenses.
Costs
The estimated annual expense for the service is $38,375.00 which
includes: operating costs, marketing expense, and bus stop signage
costs. A detailed explanation of the funding package required to
offset these expenses follows under III.
II. REASONS FOR CORPORATE SUPPORT
A. Provides an opportunity for employers to be good corporate citizens
and contribute toward easing traffic congestion.

B. A plus for employees - the shuttle will allow employees and
residents to have easy access to all parts of the Northgate area at
lunch times without using a private car.
C. Provides an opportunity for employees to rideshare in vanpools or
carpools as a way of commuting to work because of the access to
stores, banks, and restaurants at lunch time.
D. Frees up parking spaces at corporate and shopping areas.
E. Provides twelve round -trips per day, or a total of approximately
2,400 bus trips throughout the contract period (36 passenger
buses).
III. FUNDING
