Identify problems, if any, the school district is having in its effort to adequately house the kindergarten through ninth grade students. The City program currently housed in a School District portable classroom on the Bahia Vista Elementary School campus is being evicted August 15, 1987. The City is currently negotiating with the School District for an extension of the lease; however, school enrollment projections indicate the school is extensively over- crowded. The enrollment is 412 students. The school was designed for 325 students. The District has arranged to add a number of portable classrooms on site to accomodate instructional needs. After several meetings, the District remains firm that they will not approve adding portable classrooms to the campus for childcare purposes. Significant numbers of families and single parents have made the Canal community their home. Conclusions from the 1980 census data indicate Canal area residents have a lower income than San Rafael residents as a whole. In part, this is due to the high number of single parents, particularly single female parent households. Of families with children, 46% are headed by single females in East San Rafael as opposed to 19% in San Rafael as a whole. East San Rafael residents are much younger than San Rafael residents. The neighborhood has a higher percentage of children under five. Unemployment is very high in the area, 18.6% are no worker house- holds and the earning level of the majority of residents is far below the $19,500 level. Due to these statistics, the neighborhood school will to grow, resulting in the overcrowding of the school. The District will have a difficult time meeting the space needs for education. Therefore, the School District will not provide a land lease for a child care portable. Describe your plan on how your agency is coordinating your extended day child care program with your county's Greater Avenues for Independence (GAIN) Program. List any contacts or meetings with county staff that may have already taken place. Identify such GAIN Staff and state their telephone numbers. In our twelve year history, we have established a concise working relationship with both the Marin County Welfare Department and Project Care for Children Reference and Referral Agency. They are aware of our quality programs and currently send families to us. Tuition fees for the children are paid directly to the City of San Rafael, so all necessary bookkeeping procedures are well established. The Marin Gain program is tentatively scheduled to begin on July 1st with a more likely date of September lst. We have discussed the Gain program with Mr. John Paul (499-7056) and Jane Chopson (499-6950). Terri De Martini of Project Care has attended several planning meetings and is keeping us well informer?. They expect a large number of participants to need child care and are pleased that the City currently serves every San Rafael school. L 2. Our request ft)r a portable facility for child care in East San Rafael is critical to Gain certified families. There will be no child care center in the neighborhood after August 15, 1987 unless the School District will reconsider the present lease agreement. There are approximately 6,000 residents in this small one square mile community. The area has a reputation of serving as a point of entry into Marin County. The population is culturally diverse with more than 40% of the school age population being Hispanic, Asian or Black. Significant numbers of families and single parents have made the Canal community their home. If we are granted the facility, East San Rafael children will be close to their local school and homes. The Center is close to public transportation with easy access to highway 101, the major thoroughfare on which parents will travel to and from training or work sites. The local zip code for the East San Rafael neighborhood is 94101. 1. How many GAIN children (average daily enrollment) do you intend to serve In the proposed facility/facilities? 5 SECTION V - Program Cost Effectiveness 1. Describe how your extended day child care program uses community resources to ensure program cost effectiveness. The City of San Rafael has for thirteen years used the resources in our community to build a quality child care program. Local business groups, the recreation department, senior citizen groups, PTA, two school districts' administration and teaching staff, parents and the local reference and referral agency have played an active role in the development of this program. We use the enrichment programs located near the Center, such as recreation centers, public libraries and scouting programs. The children frequently enjoy local parks and the variety of special non-profit organizations' programs in Marin County, such as Guide Dogs for the Blind, Marin Wildlife Association, Boyd Junior Museum, U.S.Postal Ben Franklin Association, the 4-H Club and the Humane Society. We also bring these special guests and programs to the Center which is somewhat isolated from city-wide activities. Many local businesses donate supplies, such as newsprint ends in 4' rolls from the local newspaper, wood, carpet, tile scrapers, sand, wallpaper sample books and more. Private business has further supported our Center with small scholarship funds to offset the high child care cost. El p, Describe local private market rates for extended day child care, your program rates for such care, and supply supporting documentation as to how such rates were derived. Based on statistics collected by the Project Care Reference and Referral Agency through the Gain survey, the mean costs for school age child care in Marin County is $2.04 to $3.01 per hour. Hourly care is $2.10 per hour: with a standard deviation of 1.5 this range is brought to $3.10 per hour. The results are based on 106 reported cases. For child care centers, the mean rate is $2.04/hour on 40 centers reporting. Our rate is approximately $1.90/hour. The -average weekly rate for child care centers is $82/week. Our rate is $75/week. Describe the physical requirements of the facility/ facilities, including the necessity of any built-in equipment. The facility will need to be a fully self-contained unit. The unit will require a food/snack preparation space, toilet facilities for boys, girls and staff, and office/staff areas as well as space for 40 children. It must have two exits in each unit to obtain approval of the Fire Marshal of the City of San Rafael. It should have sufficient windows to provide light and cross ventilation. It will need a heater but does not require air conditioning. The facility. should have a linoleum floor space and the remainder carpeted. If the entire floor is linoleum, carpet can be provided by our agency. The interior needs to be finished: however, necessary cabinets and shelf units will be provided by the City of San Rafael. 2. Have the appropriate local planning agencies determined the feasibility of Installing a relocatable facility on this site? Have you identified specific restrictions which will need to be addressed? Identify the agencies you have contacted. The City's Planning Department can foresee no major problems installing the portable on the Pickleweed Park site. We have suggested two alternatives for location due to environmental concerns. The land adjacent to the park is an environmentally sensitive area and we would like to give environmentalists some input in the selection of the final site. The City's planning department would issue a use permit for the site. The zoning administrator, Mr. Paul Jensen, 485-3067, should be able to approve the permit in about three weeks time from application. We would also need a transportation permit which would be granted through the City's Public Works Department. All fees would be waived by the City; however, the transportation route is of critical importance to the City's police and fire departments. Bahia 6. Describe your discussion with Community Care Licensing regarding the proposed facility/facilities to identify specific licensing requirements. Bob Laurence of Community Care Licensing will license a facility which is installed orr'the Pickleweed Park site indicated. The facility will need to meet all regulations and would need to include bathrooms for boys, girls and staff, a kitchen or food preparation area, staff/ office area and space for 40 children. The City may need to fence a section of the park to isolate the child care facility; however, Mr. Laurence will finalize that decision as installation progresses. The City will install a fence, if required. The child care program may not use the bathrooms in the Community Center building, nor may it use space in the Community Center building to meet licensing regulations. Laurence's concern is to keep children safely separate from various adult Community Center programs. 7.
