A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL AUTHORIZING THE SIGNING OF A CONTRACT
WITH PERSONNEL ASSOCIATES TO CONDUCT A STUDY OF
THE CLERICAL AND LIBRARY CLASSIFICATIONS
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES AS
The Mayor and City Clerk are authorized to execute, on behalf
of the City of San Rafael a contract with Personnel Associates to
conduct a classification study of the clerical and Library
classifications designated in the current M.O.U.'s between the City and
the M.A.P.E. Miscellaneous and Supervisory units and to include the
clerical classifications in the Police Department in this study.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby
certify that the foregoing resolution was duly and regularly introduced
and adopted at a regular meeting of the Council of said City on
MONDAY , the SIXTH day of APRIL , 1987, by the

CONTRACT FOR PROFESSIONAL SERVICES
This agreement in entered into on April 15, 1987 by and between
the City of San Rafael, CA, herinafter known as the "City" and
Personnel Associates, herinafter known as the "Consultant".
Section I
Scope of Services
The services to be performed under this contract are to include
a comprehensive clerical and library classification study,
encompassing approximately 52 positions. The study shall include
a questionnaire to be completed by all incumbents, individual and
group job audit interviews, as appropriate, supervisory
interviews, and draft class descriptions. The final report,
which shall include study methodology and recommendations and a
class description_ for each proposed class, shall also include a
compensation component, with market data being collected from the
ten customary municipalities of your designation.
Section II
Duties of the Consultant
All work performed by the Consultant shall be sufficient to meet
the purposes specified by the City and shall be performed under
accepted practices and standards in the industry.
The Consultant shall not undertake any work beyond that specified
in this contract nor shall the City require such additional work
unless such additional work and'attendent costs are specified in
writing and approved in advance by the City and the Consultant.
Section III
Responsibilities of the City
The City shall provide such information necessary to fulfill the
duties of this contract and other materials as determined by the
City's Contract Administrator and -the Consultant.

Section IV
Insurance Coveraqes
The Consultant shall provide all required worker's compensation
and public liability insurance and required by City policy and
state law.
Section V
Schedule for Completion
The Consultant shall begin the project on April 15, 1987, and
shall complete the project prior to June 30, 1987, assuming
timely completion of questionnaires and review of materials
according to by City staff.
Section VI
Proiect Personnel
The Consultant: agrees that Carl Seymour shall be designated
project manager and that Betty Mertens will assist with the
orientation, audit and compensation data collection phases of the
project. Sheryl Lindquist will provide quality control and
technical support as required. Should a change of staff be
required, the City will have the right to review the
qualifications and approve any additional staff member.
Section VII
Payment for Services
The Consultant shall bill the City for work performed on an
monthly basis, based upon work performed. In no event shall more
than 80% of the total cost of the project be billed prior to
completion. Total cost for this project, as outlined, shall not
exceed $9,000.
