CITY OF SAM RAFAEL
PRESENTS THIS
TO
MICHAEL J. SMITH
WHEREAS, the San Rafael .City Council appointed Michael J_ Smith to the San Rafael
Planning Commission on June 2, 1980; and
WHEREAS, Mike's leadership abilities were recognized by his fellow Commissioners
during his almost seven years of service by electing him Vice Chairman in
1982 and 1986 and Chairman in 1982, 1983 and 1987; and
WHEREAS, Mike has committed significant time, energy and talent to the City of San
Rafael while evaluating many of the most important City planning projects
since the adoption of the 1974 General Plan, including the Peacock Gap
Neighborhood Plan, the Neighborhood 13/14 Plan, the 1981 Housing Element,
the Northgate Activity Center Plan, the 1984 Recreation Element:, the 1985
Housing Element, the draft East San Rafael Neighborhood Pian and the San
Rafael General Plan 2000; and
WHEREAS, Mike advocated as a Commissioner and a private citizen the City's adoption
of a requirement that private developers fund needed transportation
improvements, thereby assisting San Rafael in becoming one of the first
cities in the State of California to adopt an innovative plan with a
traffic level of service standard and transportation improvement and local
funding program;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council commend and thank
Michael J. Smith Lor his years of dedicated service to improvement of
City planning in San Rafael.
