RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL PROCLAIMING THE MONTH OF MAY AS
VEHICLE OCCUPANT SAFETY MONTH
WHEREAS, there is an overwhelming amount of evidence which
indicates that the use of safety seat belts, car safety seats and
other occupant restraint systems can have a significant effect in
reducing the number of deaths and the severity of injuries resulting
from traffic accidents; and
WHEREAS, in recognition of the value of occupant restraint
systems as life saving devices, the State of California has mandated
that the use of such devices shall be mandatory for all occupants
riding in motor vehicles; and
WHEREAS, it is generally agreed that, before widespread com-
pliance with the new laws can be achieved, an extensive public
awareness program must be instituted in conjunction with law en-
forcement to be effective; and
WHEREAS, the National Highway Traffic Safety Administration,
the California Office of Traffic Safety, and the City of San Rafael
have joined in efforts to educate the community and promote aware-
ness of the state laws and the benefits that can be derived from
compliance with these laws; and
WHEREAS, it is the goal of the Marin County Seat Belt Safety
Project, the California Highway Patrol, the Marin County Sheriff and
Police Departments to advocate and encourage the community's com-
pliance with these new state laws;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of San Rafael hereby proclaims the month of May, 1987 to be
Vehicle Occupant Safety Month and call upon the citizens to join
with the California Highway Patrol, the Marin County Sheriff and
Police Departments to advocate and encourage the Community's com-
pliance with these new state laws.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said City
on Monday, the 4th day of May, 1987, by the following vote, to wit:
