A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL AMENDING ITS MASTER FEE SCHEDULE,
INCREASING CERTAIN FEES AND CREATING NEW FEES
WHEREAS, the City's Master Fee Schedule was last amended
in 1978; and
WHEREAS, the City's actual costs of providing services
have significantly increased in the last nine years; and
WHEREAS, it is in the City's best fiscal interest to
recoup its direct costs of providing services.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of San Rafael, does hereby resolve as follows:
1. The City Council adopts the Master Fee Schedule
attached hereto as Exhibit "A," thereby amending Resolutions
number 5155, 5499, 5501, 5502, 5503, 5546, 5653, 5720, 6247,
6376, 6860, and 6926.
2. The fees listed under Schedule A of the Master Fee
Schedule shall automatically increase annually July 1st of
each year in conformity with the San Francisco All Urban
Consumer Price Index.
3. Fees listed in Schedule B of the Master Fee Schedule
shall be annually reviewed by respective department heads to
ensure that each fee reflects the City's actual cost of
providing the service. Upon the recommendation of a
department head, the City Manager may, if she/he deems it
necessary, annually increase/adjust any fee listed in Schedule
B to reflect the City's direct cost of providing the service
as of July 1 of that year. No fee listed in Schedule B shall
be increased more than the negotiated percentage, cost of
living granted to City employees.
4. The fees listed in Schedule C, Library and facility
fees, may be annually increased by the City Manager in
conformity with comparable rates charged in the Bay Area for
such library and facility fees.

5. All fees listed in Schedule D, development related
fees, shall be annually reviewed by respective department
heads in order to ensure that such fees reflect the actual
cost of providing the service. If a department head
recommends an increase in any such fee, and the City Manager
agrees, then any such fee increase shall be calendared for a
public hearing before the City Council pursuant to Government
Code section 54992. Specific building permit fees, addressed
in the Uniform Building Code, and adopted by the State every
three years, shall be recommended for increase at a public
hearing before the City Council after State adoption of such
increases.
