A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL CERTIFYING A NEGATIVE DECLARATION
FOR STORM DRAIN SYSTEM - MOUNTAIN VIEW AVENUE
WHEREAS, The City Council has authorized the construction of
storm drain improvements on Mountain View Avenue from Williams Avenue
to north of Convent Court; and
WHEREAS, an Initial Environmental Study was prepared in
accordance with the State EIR guidelines to assess potential environ-
mental impacts of the proposal; and
WHEREAS, the City Council finds that there is no substantial
evidence in the record showing that the project may have a significant
affect on the environment.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council certifies the Negative Declaration for Storm Drain System -
Mountain View Avenue.

NEGATIVE DECLARATION
STORM DRAIN SYSTEM - MT. VIEW AVENUE
1. Location and Description of the Proposed Project
The proposed project consists of the installation of a storm
drain system in Mt. View Avenue and Williams Avenue. This storm
drain will join to the existing system, about 500 feet northerly
of Convent Court, and extend southerly down Mt. View Avenue and
Williams Avenue to the existing creek. Preliminary construction
plans are available entitled "Storm Drain System - Mt. View
Avenue" prepared by CSW Consultants, Greenbrae, CA. _-
2. Purpose of Project
The purpose of this project is to supplement an existing under-
sized storm drain to prevent flooding. During the 1982 storm
disaster, slide material obstructed drainage inlets in Mt. View
Avenue with resulting flooding and property damage. the exist-
ing drainage system, to be supplemented, is in backyards along
Mt. View Avenue and is difficult to maintain.
3. Negative Impact Documentation
Individual environmental issues regarding the project are listed
below.
A. Earth
Mt. View Avenue and Williams Avenue will be excavated for
the installation of the drainage system. These streets will
be restored after the system is installed.
The creek, at the end of Williams Avenue will be excavated
for the installation of the storm drain outlet system and
the installation of rock rip -rap for erosion control.
Mitigation
Non reauized.
B. Water
The new storm drain system would remove storm water from the
existing creek northerly of Bradcliff Court to Williams
Avenue.
Removal of the high storm water winter flows would be
beneficial. During the 1986 storm disaster the creek was
badly damaged downstream from Bradcliff Court. This damage
consisted of severe erosion of channel banks and invert,
destruction of channel retaining walls, and undermining of
guest house and deck.

Removal of low ground water summer flows would reduce flow
in the portion of the creek in question. Backyard drainage
flowing into the existing storm drain and ground percolating
into the creek would not be altered by the project.
Mitigation
At the confluence of the existing storm drain and the new
storm drain in Mt. View Avenue, a small storm drain pipe
will be connected to the existing downstream system to allow
for low flows. This will then provide water for the portion
of the creek upstream of Bradcliff,Court to Williams Avenue
that would be bypassed by the new storm drain. Attached is
a letter from the State Department of Fish and Game advocat-
ing that low flows will enter the portion of the creek to be
bypassed.
C. Utilities
The new storm drain system will essentially bypass the
existing system storm drain system. The alteration of the
storm drain system will be beneficial as it will prevent
flooding.
Mitigation
Non required.
D. Plant Life
Removing low flows from the portion of the creek could
possibly diminish the quantity of riparian plant growth in
this ephemeral stream.
Mitigation
Mitigation measures are as described under Section B above
to allow for low summer flows.
