,''tiEREAS, Art Brook commenced his employment with the City of San Rafael as an Associate
Planner on January 21, 1977; and
HEREAS, Art progressed through several merit advances as Associate Planner until
July 16, 1979, when he was appointed Senior Planner; and
!dEREAS, during his tenure as Associate and Senior Planner, Art was assigned as project
planner for several major developments including Felton Subdivision, SAI,
Civic Center North, Meadow Oaks, Lucas Green II, and Canalways; and
:Hc'REAS, most importantly, Art acquired significant transportation planning expertise
and used his excellent problem -solving skills in response to San Rafael's many
circulation challenges; and
EREAS, Art devised the traffic allocation and mitigation fee system successfully used
by San Rafael in the Northgate Activity Center which has been a model for
other portions of San Rafael and for countless other communities and was
featured at an American Planning Association Zoning Institute as an innovative
planning technique.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the City of San Rafael do
gratefully acknowledge Art's almost ten years of skilled planning service
during which time he has significantly contributed to the well-being of the
community, particularly during the current General Plan revision.
LE IT FURTHER RESOLVED that San Rafael sincerely regrets losing the services of this
fine planning professional but extends congratulations and best wishes to Art
in his new capacity as Transportation Engineer for the County of Marin, a
fortuitous appointment for both Art and the City of Sari Rafael.
