A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN RAFAEL AMENDING RESOLUTION
NO. 7225 PERTAINING TO THE COMPENSATION
FOR MANAGEMENT AND MID -MANAGEMENT
EMPLOYEES
SECTION 1. SALARIES.
Effective July 1, 1986, an increase of four percent (4%) will
be applied to the salary ranges of management and mid -management
positions, pursuant to Exhibit "A", an increase of two percent
(2%) effective January 1, 1987, pursuant to Exhibit "B", and an
increase of four percent (4%) effective July 1, 1987, pursuant to
Exhibit "C".
SECTION 2. RETIREMENT CONTRIBUTIONS.
Effective December 1, 1985, the City agrees to payment of
employees' contribution to Marin County Retirement System up to a
maximum of one half of the employee's retirement contribution
rate. Effective January 1, 1986, the City further agrees to
implement Section 31581.2 of the Government Code for the balance
of the employee's retirement contribution.
SECTION 3. INSURANCE PROGRAM.
Employees in positions listed in Section lA will receive, as
an added fringe benefit, full coverage for the selected health and
disability plan and for life insurance in the amount of the basic
$5,000, plus up to twice the amount of the employee's annual
salary.
Employees in positions listed in Section 1B will receive, as
an added fringe benefit, full coverage for basic life insurance
($5,000) plus supplement (up to the amount of the eligible
employee's annual salary), and two hundred and fifty dollars
($250) per month contributed toward the cost of each eligible
employee's Health and Disability insurance package.
SECTION 4. DENTAL INSURANCE.
The City will provide and pay the premiums to have a dental
insurance program which provides 100% coverage for diagnostic and
preventive care, $25 deductible on corrective care (80/20) per
patient/calendar year, and orthodontic coverage (50/50).
SECTION 5. SICK LEAVE.
Upon termination of employment, by resignation, retirement or
death, employees employed at the present time who leave the
municipal service in good standing shall receive compensation of
all accumulated unused sick leave based upon the rate of three
percent (3%) for each year of service, to a maximum of fifty
percent (50%). In the event of the death of an employee, full
payment for unused sick leave shall be paid to the employee's
beneficiary.

Employees hired after July 1, 1979, are not entitled to cash
in unused accumulated sick leave upon separation from the City.
By January 1, 1986, develop a sick leave incentive plan for
any employee hired after July 1, 1979. Said proposal to also
allow for conversion of employees hired before July 1, 1979, to
the new plan.
SECTION 6. FLOATING HOLIDAY.
Good Friday, Lincoln's Birthday and Admission Day have been
deleted as holidays granted to the employees covered by this
Resolution, and one (1) floating holiday per year added, making a
total of two (2) floating holidays per year, to be taken by the
covered employee subject to the consent of his or her Department
Head.
SECTION 7. EDUCATIONAL INCENTIVE.
The educational incentive for Police Lieutenant, Police
Captain and Battalion Chief is included in the base salary.
SECTION 8. MERIT PAY.
Incentive premium for excellence in performance is 5%.
SECTION 9. MISCELLANEOUS
Employee shall have the option or choice of the following:
1. Membership in a fitness club.
2. Optical coverage.
3. Payment for dental costs in excess of provided City
coverage.
4. Membership dues in community organizations.
5. Contribution to Deferred Compensation Plan.
6. Annual physical examination.
7. Professional development.
The amounts are allocated as follows:
Department Heads $155/month.
Mid -management $115/month.
SECTION 10. ADMINISTRATIVE LEAVE.
Employees will receive seven (7) administrative leave days
annually, beginning each calendar year, to be used as needed with
the approval of the Department Head and City Manager. An addi-
tional three (3) days may be granted at the discretion of the
Department Head and City Manager.
This Resolution shall take effect forthwith upon its adoption
and the several compensations and allowances herein provided are
in full force and effect as of and from July 1, 1986.
