A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL CERTIFYING A NEGATIVE DECLARATION FOR
AMENDMENTS TO THE MUNICIPAL CODE CONCERNING
FORTUNE-TELLING (Z85-22)
WHEREAS, on August 5, 1985, the City Council adopted an
urgency ordinance establishing a moratorium on fortune-telling; and
WHEREAS, on September 16, 1985, the City Council extended
the moratorium for six months to permit staff adequate time to pro-
pose an amendment to the Municipal Code consistent with the recent
State Supreme Court decision of Spiritual Psychic Science Church of
Truth v. City of Azusa; and
WHEREAS, on January 14, 1986, the Planning Commission
held a duly noticed public hearing for consideration of the proposed
revisions to the Zoning Ordinance and recommended that the City
Council certify a Negative Declaration;
WHEREAS, on February 18, 1986 , the City Council con-
curred with the Planning Commission recommendation.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council certifies the Negative Declaration for Z85-22.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Tuesday , the 18th day of February 1986, by the
following vote, to wit:
