A RESOLUTION AUTHORIZING THE SIGNING OF A
CONTRACT, LEASE OR AGREEMENT
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
The MAYOR and CITY CLERK are authorized to execute, on behalf of
the City of San Rafael, a contract, lease or agreement with

Dear Pam:
It was a pleasure to finally meet you yesterday, particularly
after our series of unsuccessful telephone calls. Thanks also
for your understanding of our fog -related time problems.
As we discussed, outlined below is a brief proposal for assisting
your City with certain organizational/classification/salary
matters. In general, we would approach each phase of the project
as follows:
® Provide a brief group orientation to all affected
employees and their supervisors to explain the reasons,
process, and timetable of the study and to distribute
brief questionnaires to be completed. These brief
questionnaires (sample attached) use the existing class
description or recruitment posting as the basis of
information and normally require about one hour to
complete. We anticipate that if all of the classes
outlined below are included in the study, two to three
group sessions would be required. This step could be
completed in March of 1986.
® Review completed questionnaires and supervisory
comments, and conduct brief, on-site individual or
group job audits to validate the written information
and gather additional data as required.
a Review the organizational structure of the parks
maintenance function in other municipalities of your
choice (i.e. your normal salary comparator cities).
® Prepare draft organizational recommendations for
management review and draft class descriptions for
management, supervisory and incumbent review.
m Collect appropriate market salary data for "benchmark"
classes included in the study.

0 Prepare a final report containing all organizational,
classification and salary recommendations. It is
anticipated that this final report could be completed
no later than May 15, 1986, assuming timely completion
of questionnaires and review of draft materials.
Mr. Carl Seymour, Senior Project Manager for Personnel
Associates, will be the primary consultant on this project, with
Sheryl Lindquist providing general project overview and
coordination. A summary of the professional qualifications of
each are included with this letter.
Costs for each phase of this project would be as follows:
■ To audit the Purchasing Assistant class and the Parks
Maintenance classes following the process outlined
above (8 classes, 22 incumbents) - $3,500.
o To audit the associated Streets and Sewer Maintenence
classes in the Public Works Department CII classes, 27
incumbents) - $3,500.
m To audit the related shop classes in the Public Works
Department (3 classes, 6 incumbents) - $1,000.
Total cost for the entire series of audits would, therefore, not
exceed $8,000, and would be completed, as indicated, no later
than May 15, 1986.
