NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council hereby rescinds it Resolution No. 7096, which was a Resolution of Intent to Certify a Negative Declaration and to Amend the San Rafael General Plan by Adopting the North San Rafael Policy Plan for the following reasons: (1) The Highway 101 Corridor Study has provided new information about the extent and nature of the commute congestion which would be affected by the development of this area; and (2) New population, employment and housing projections by ABAG show trends in Marin County that were not considered in developing this draft Plan; and (3) The Plan's budget did not allow preparation of an Environmental Impact Report, which meant that some very difficult environmental issues, e.g., development RESOLUTION NO. 7324 in Bay front areas, balancing of land use with circulation improvements, relationship of the North San Rafael Policy Plan to the Northgate Activity Center, etc., were not properly addressed; and (4) The City will be considering new land use designations and density/intensity designations for the North San Rafael area in its ongoing General Plan revision. Additionally, Marin County will be reacting to the City General Plan revision and its own policy needs in an upcoming Marin Countywide Plan update. I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the foregoing resolution was duly and regularly introduced and adopted at a regular meeting of the Council of said City on Monday , the Seventh day of April 1986, by the following vote, to wit: AYES: COUNCILMEMBERS : Breiner, Frugoli, Nave, Russom & Mayor Mulryan NOES: COUNCILMEMBERS : None ABSENT: COUNCILMEMBERS : None JEAN 1V 'M— LEO NCINI , City Clerk M=
