Planning Commission denied the applications; and WHEREAS, on August 20, 1985, an appeal. was filed. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of San Rafael, California, does hereby deny an appeal to permit a seventy foot flagpole at 4222 Redwood Highway, based upon findings as follows: (1) The approval of a seventy foot flagpole would be contrary to the goals and purposes of the City Sign Ordinance "...to preserve and improve the visual appearance of the City..." and "...to encourage sound signing practices..." (Section 14.12.01.) (2) A seventy foot flagpole would be out of scale with surrounding development. (3) A flagpole of such height would serve only to unnecessarily attract attention to the site. (4) Such a flagpole may encourage undesirable competition between businesses to construct similarly excessively tall flagpoles. (5) A twenty-four foot flagpole as permitted by the City Sign Ordinance can adequately serve the purpose of flying the flag proudly. I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the foregoing resolution was duly and regularly introduced and adopted at a regular meeting of the Council of said City on Monday , the 16th day of September 1985, by the following vote, to wit: AYES: COUNC ILh9EMBERS :Nave, Russom & Vice -Mayor Breiner NOES: COUNCILMEMBERS:Frugoli ABSENT: COUNCILMEMBERS:Mayor Mulryan 22 A/22 JEA Ems.
