PRESENTS THIS

TO
RICHARD ALLEN DOUGLAS, JR.
YIIIEREAS, on the first of December 1985, Captain Richard A. Douglas
will retire after giving twenty-six years of distinguished
service as a Police Officer for the City of San Rafael; and
W11EREAS, it is hereby recognized that during his tenure as a Police
Officer he served as a Patrolman, Inspector, Chief Criminal
Inspector, Lieutenant, and Captain; and
WHEREAS, it is further recognized that during his tenure as a Criminal
Investigator, he solved numerous major cases including many
notorious homicides; and
WHEREAS, Captain Douglas' high standards, integrity, fairness, and
dedication to duty have gained him the respect and admiration of
his fellow officers, and numerous colleagues throughout the
County of Marin and the State of California.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
San Rafael, in grateful acknowledgement of Richard Allen Douglas'
outstanding record of service to the City of San Rafael, its
employees, residents, and business community, expresses sincere
appreciation and warm-hearted wishes for a very long, happy
and healthy retirement.
