A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL,
CALIFORNIA, SUPPORTING SB 290, A BILL INTRODUCED IN THE
CALIFORNIA LEGISLATURE ESTABLISHING AN ADDITIONAL FIVE
CENT GASOLINE TAX TO FUND STATEWIDE TRANSPORTATION PROJECTS
WHEREAS, There is currently an overwhelming need to improve
California's local street and road system requiring approximately $400
to $800 million annually; and
WHEREAS, The State Transportation Improvement Program (STIP) is
currently $800 million in the red, possibly eliminating desperately
needed highway and guideway projects; and
WHEREAS, SB 290 has been proposed as a user tax, providing an
equitable means of generating revenue to improve our street and road
system; and
WHEREAS, The state and local transportation systems, although
financially split, are integrated to accommodate statewide travel; and
WHEREAS, A state gasoline tax increase is the only way to
guarantee a consistent level of transportation services on a statewide
basis; and
WHEREAS, The economic health of California is directly tied to its
transportation system; and
WHEREAS, SB 290 is a stable and predictable revenue source which
can be used to properly plan and maintain California's transportation
system; and
WHEREAS, Only the State Legislature and Governor have the ability
to pass a tax distributing revenues on an equitable, statewide, basis.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of San Rafael does hereby:
1. Support Senate Bill 290; and
2. Advocate that the State Legislature and Governor support the
passage of SB 290.

certify that the foregoing resolution was duly and regularly
introduced and adopted at a Revular meeting of the City Council of
said city, held on Mondav , the 15th day of April , 1985, by
the following vote, to wit:
