WHEREAS, the San Rafael City Council appointed John A. Starkweather to the Planning
Corurlission on June 18, 1973, after Dr. Starkweather's long service on the
Dixie School District Board of Trustees and his civic activities in Terra
Linda; and
OHEREAS, during his years of service on the San Rafael Planning Commission,
Dr. Starkweather participated and played a leadership role in Planning
Commission deliberations on adoption of the 1974 General Plan and sub-
sequent amendments including the Gerstle Park Neighborhood Plan, Peacock
Gap Neighborhood Plan, Neighborhood 13/14 Plan, Northgate Activity Center
Plan, and the Recreation and Housing Elements; and
WHEREAS, Dr. Starkweather has been known for his astute ability to balance the
many diverse interests of the community when the Planning Commission has
reviewed sensitive planning issues such as long term transportation
planning, preservation of open space and environmentally sensitive lands
and provision of housing and employment opportunities for future residents
in the City of San Rafael.
NOVI, THEREFORE, BE IT RESOLVED that the San Rafael City Council commends
Dr. Starkweather and extends its sincere appreciation to him for his 12
years of outstanding service on the San Rafael Planning Commission.
BE IT FURTHER RESOLVED that the City Council wishes Dr. Starkweather well during
his sabbatical year in Washington, D.C., and expects him to remain active
in San Rafael civic affairs upon his return.
