A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL, MARIN COUNTY, STATE OF CALIFORNIA
ADOPTING THE 1984 HOUSING ELEMENT REPLACING THE
1981 HOUSING ELEMENT OF THE SAN RAFAEL GENERAL PLAN
WHEREAS, Section 65302 of the Government Code specifies
that a Housing Element of the General Plan shall be adopted by
the City; and
WHEREAS, certain cities, including San Rafael, must adopt
Housing Elements conforming to Article 10.6 of the Government Code
by January 1, 1985; and
WHEREAS, the City Council has authorized the updating
of the City's existing 1981 Housing Element; and
WHEREAS, the Planning Department sponsored a widely
advertised community -wide workshop in housing and the Planning
Commission and City Council held two open public meetings to
review conclusions of the workshop; and
WHEREAS, the Planning Commission held a duly adver-
tised public hearing at which written and verbal testimony
was taken; and
WHEREAS, the Planning Commission on December 11, 1984,
recommended to the City Council adoption of a revised draft
Housing Element, which included an initial study which concludes
that all environmental effects discussed have been found not to be
significant; and
WHEREAS, the City Council held a duly advertised
public hearing on January 7, 1985, at which written and verbal
testimony were considered; and
WHEREAS, on January 7, 1985, the City Council reviewed
and considered the December 24, 1984 letter from the staff of the
California Department of Housing and Community Development con-
cerning the draft Housing Element.
NOW, THEREFORE, BE IT RESOLVED that the City Council:
1. Finds that the initial study is adequate and meets
the requirements of the California Environmental Quality Act and
RESOLUTION NO. 05
adopts a Negative Declaration because no significant adverse
environmental effects have been identified; and
2. Adopts the Housing Element as revised consistent
with Exhibits in the City staff report prepared for the
January 7, 1985 City Council meeting as replacement of the 1981
Housing Element of the San Rafael General Plan.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby
certify that the foregoing resolution was duly and regularly intro-
duced and adopted at a regular meeting of the Council of said City
on Monday , the 7th day of January 1985, by the following
vote, to wit:
