NOW, THEREFORE, BE IT RESOLVED that the Council denies the appeal and upholds the Planning Commission approval of the use permit for a ten person alcohol recovery program at 424 Mission with the following findings: This use permit will not be detrimental to the health, safety or general welfare of the neighborhood or City in that conditions of approval insure that on-site parking will be adequate; similar facilities N A L ,1-40, have proven to be good neighbors in other residential neighborhoods throughout the Bay Area; the City's and neighborhood's share of such facilities in the County would not increase with the opening of 424 Mission; and there is no evidence that there could be an increase in transient activity in the neighborhood as a result of the proposed program.
