This factor coupled with the fact that such uses generally become gathering places for youthful drivers could cause increased enforcement problems in controlling the sale of alcoholic beverages to and/or by those under the age of 21; and WHEREAS, in the past the City has denied Use Permits for such mixed uses, primarily based on the above findings. NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council formally discourages mixed uses involving the sale of alcoholic beverages in conjunction or combination with the sale of vehicle fuel. I, JEANNE M.
