HomeMy WebLinkAboutCC Resolution 6751 (East SR Neighborhood Plan)RESOLUTION NO. 6751 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL REGARDING CRITERIA FOR EVALUATING DEVELOPMENT APPLICATIONS DURING PREPARATION OF THE EAST SAN RAFAEL NEIGHBORHOOD PLAN WHEREAS, the City of San Rafael will have prepared during 1984 a Draft Neighborhood Plan for East San Rafael; and WHEREAS, significant concern has been raised about the appropriateness of processing development applications during preparation of the neighborhood plan; and WHEREAS, the City Council has determined that each development project should be evaluated individually as to whether or not it has the potential to prejudice the outcome of the neigh- borhood planning process which is intended to enhance and improve the East San Rafael neighborhood; and WHEREAS, it is fitting that the policies of the existing San Rafael General Plan be utilized to evaluate whether an in- dividual development project should proceed through the planning review process during preparation of the neighborhood plan; and WHEREAS, this matter is of significant importance and magnitude that ample opportunity must be provided for the public including residents, tenants, property owners, developers, and interested organizations and individuals to comment on the specific criteria ultimately adopted by the San Rafael City Council for determining whether a development application can proceed through the planning review process during preparation of the neighborhood plan. NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council directs staff to prepare recommendation on the criteria to be utilized for evaluating development projects while the East San Rafael Neighborhood Plan is being prepared; directs the Planning Commission to review and consider said staff recommend- ation at a duly noticed public hearing and then make recommendation to the City Council for its review and consideration prior to final adoption. O Qr V] >> A -E U Q -0 7 E 5 G Goal and Policies Goal it is the purpose of the San Rafael Housing Element to provide a habitable dwelling for every City resident, to encourage family oriented housing, to provide for the City's fair share of regional lower income households, and to provide housing for moderate income households. All housing needs should be met within the constraints of the City's physical, natural and fiscal environment. Policies General 1. Encourage a housing program which would meet the housing needs within the community and provide affordable housing opportunity for residents. (All action programs)l 2. Promote throughout the City a mix of housing types responsive to household size, income and accessibility needs. (All A and B programs; Cl, C2, C4, C5, C6, C8 -C13, D3, D5 , DB) 3. Pursue additional Community Development Block Grant funds for supporting housing programs. (A2, A6, B1, C4) 4. Advocate use of private foundation funds to facilitate providing affordable, particularly lower income, residential opportunities in San Rafael. (A6, CO 5. (D4, D8) 8. Protect neighborhoods from the type of urban development which would destroy their natural qualities, and avoid disruptive population growth within the Planning Area. Emphasize the conservation and rehabilitation of the viable older housing stock in the City in order to preserve neighborhood character, and where economically feasible, to retain a supply of low and moderate income units. Require that the rehabilitation of existing residential units and the construction of new units in developed areas be subject to the policies and standards of adopted Neighborhood, Area or Redevelopment Plans. (D8) 11. Promote conservation and rehabilitation of the existing housing stock with aggressive pursuit of funding sources. (A2 12. Promote the retention of affordable rental units.
