RESOLUTION NO. 6768
A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL
RELATIVE TO THE PROTECTION OF THE CITIZENS'
INITIATIVE PROCESS
WHEREAS, the California Constitution in Article II,
Section 1, recognizes that "All political power is inherent in
the people"; and in Article II, Section 8, provides for the
initiative process as the citizenry's most effective means for
the exercise of such power; and
WHEREAS, the citizenry has often resorted to the
initiative as a means of accomplishing its will; and
WHEREAS, experience has taught the people of California
to cherish the initiative as one of its most important rights; and
WHEREAS, the right of the initiative would be infringed
by legislation proposed by SCA 44 (to make it more difficult to
qualify an initiative for the ballot, while making it easier for
legislators to amend or overturn an initiative measure passed by
the voters) .
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of San Rafael opposes SCA 44, and urges that our elected
representatives in Sacramento likewise oppose this measure.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Monday , the 19 day of March 1984, by the
following vote, to wit:

NOES: COUNCILMEMBERS: Breiner
ABSENT: COUNCILMEMBERS: None
