CITY OF SAN RAFAEL
PRESENTS THIS
TO
RICHARD M. NORMAN
WHEREAS, the San Rafael City Council unanimously voted on November 13,
1978 to appoint Richard M. Norman to the San Rafael Planning
Commission; and
WHEREAS, the City Council subsequently twice reappointed Richard M.
Norman to full four year terms on the Planning Commission; and
WHEREAS, Richard M. Norman's colleagues on the Planning Commission
recognized his leadership abilities by electing him Vice-Chairrzan
in 1980 and Chairman in 1981; and
WHEREAS, Richard M. Norman's active participation in Commission
deliberation on important San Rafael planning issues such as
housing, neighborhood plans, redevelopment, open space and
transportation, assisted effective Council decision making which
resulted in adoption of the Housing and Recreation Elements of
the General Plan; the Gerstle Park, 13/14 and Peacock Gap
Neighborhood Plans; and the Northgate Activity Center Plan.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council
accepts with regret Richard M. Norman's resignation from the
San Rafael Planning Commission, commends him for his voluntary
dedication of significant time and energy to improvement of
planning in San Rafael, and extends best regards for the
future to Richard M. Norman.
