NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council certifies that project impacts are adequately addressed in the Northgate Activity Center Plan Environmental Impact Report and the project's initial study/negative declaration for the former Hartzell School site with the following findings: (1) The project will not result in adverse traffic impacts in that projected trip generation for the project as determined by a 1984 traffic study is consistent with property allotments made in the Northgate Activity Center Plan, and, in accordance with City policy, financing commitments to insure construction of the Merrydale overcrossing will be secured prior to building permit issuance. (2) Hartzell project traffic will not result in noticeable traffic noise increases, and cum- ulative traffic noise impacts are addressed and mitigated in the Northgate Activity Center Plan Environmental Impact Report. (3) The Hartzell project will not result in significant visual impacts in that a visual analysis shall be required at the time of subsequent design review applications to insure that the proposed project(s) is com- patible with the neighborhood; wide setbacks are required to provide a landscaped street- scape; setbacks are also required to provide a view corridor to nearby City open space; height limits are typical of standard City single family and administrative professional zoning districts; and design criteria are provided to reduce office building mass. - 2 - RESOLUTION NO.
