HomeMy WebLinkAboutCC Resolution 6945 (Hatzell School Site)RESOLUTION NO. 6945 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SAN RAFAEL TO AMEND THE SAN RAFAEL GENERAL PLAN FOR A PORTION OF THE FORMER HARTZELL SCHOOL SITE WHEREAS, the San Rafael School District proposes to sell the Hartzell School site at 211 Los Ranchitos Road after City adoption of a General Plan amendment and master plan zoning for the site to allow development of a 45,000 square foot office building, 50 residences and a pocket park on the site; and WHEREAS, the Planning Commission has held a duly noticed public hearing to consider the General Plan amendment to redesig- nate the northern third of the parcel as described in Exhibit A from "Residential and Open Space Review Area" to "Multi -Use Activity Center" and after considering testimony, recommended City Council adoption of the General Plan amendment (5-0) with the following findings: (1) The proposed Hartzell General Plan/Northgate Activity Center Plan amendment is in the public interest in that it provides opportunity to balance jobs and housing and to increase employ- ment opportunities close to residential areas, and in that it provides a more consistent land use relationship with the non-residential land uses to the north of the site. (2) The proposed General Plan amendment is con- sistent with Northgate Activity Center Plan traffic allocations for the site and Northgate Plan policies to expand employment opportunities, encourage functional and visual integration of the area, protect scenic attributes of the area, and provide a variety of housing types; with Housing Element policies to encourage residential use of surplus school sites and include below market rate units; and Recreation Element policies to develop a pocket park on the site. (jV,1C_,JNA1 -1- 0�� EXHIBIT "A" npq PTPTTnN- All that certain real property situate in the City of San Rafael, County of Marin, State of California, described as follows: BEGINNING at a point in the Westerly line of Los Ranchitos Road distant North 15°45' West 637.29 feet from the intersection of said Westerly line of Los Ranchitos Road with the Northerly line of Golden Hinde Boulevard; thence along said Westerly line South 15°45' East 220 feet, more or less; thence leaving said Westerly line and running generally Southwesterly 600 feet, more or less, to the Easterly line of the Pacific Telephone and Telegraph Company cable easement; thence along said easement line North 11°08' West 200 feet, more or less; thence leaving said easement line and running North 74°15' East 579.33 feet to the Point of Beginning. Containing 3 acres, more or less.
