HomeMy WebLinkAboutCC Resolution 6976 (BMR Study)G RESOLUTION NO. 6976 A RESOLUTION AUTHORIZING THE SIGNING OF A CONTRACT, LEASE OR AGREEMENT THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows: The MAYOR and CITY CLERK are authorized to execute, on behalf of the City of San Rafael, a Letter of Intent/Proposal with the San Rafael Housing Corporation to submit jointly to the San Francisco Foundation, to do a study of vacant and underutilized sites in San Rafael for their potential for affordable housing, a copy of which is hereby attached and by this reference made a part hereof. Request The City of San Rafael and the San Rafael Housing Corporation are seeking a $9,650 program grant to study vacant or underutilized sites in San Rafael for their potential to deliver affordable housing. Context This request is Phase I of a 3 Phase Development Plan for the development of low and moderate income housing units. This Development Plan is the logical "next step" in implementation of the City's Housing Element which has as its ultimate goal the production of dwelling units. Phase I - Identify and Classify suitable sites Phase II - Economic and Development Feasibility analysis for select site(s) identified in Phase I Phase III - Development of a site identified from Phase II The Program The study will identify all vacant and underutilized sites in the San Rafael Planning Area (which includes the City and the surrounding unincorporated area) and then, after an initial analysis, will focus in on the most appropriate sites and analyze in more detail their feasibility for developing affordable housing. The study will provide a factual and objective basis for future decisions by the SRHC or other non-profit affordable housing sponsors on which site(s) to pursue to develop an affordable housing project. The final report would provide the "next step" level of information on the most feasible and appropriate sites avail- able in San Rafael, thereby saving time and resources of non-profit groups and the City. CA. 94901 TEL.(415) 463 -4887 -2- Specifically, this request will: (1) Strengthen the family: By providing housing opportunities, currently in short supply, for low and moderate income families; (2) Sustain diversity: By promoting a choice of housing types and prices for low and moderate income families; (3) Promote compatibility of environmental preservation with social needs: By identifying "infill" affordable housing sites near existing services and facilities. This is consistent with the San Rafael General Plan; (4) Promote problem solving,: By undertaking a unique public/non-profit approach to the problem of finding sites available and appropriate.for affordable housing. In addition, this study will also identify underdeveloped sites which may have the potential for additional development. Distribution of Study Results This will be a short term commitment by the Foundation as the study will provide a methodology (criteria and analysis) which may be transferable to other com- munities who are trying to identify appropriate sites for affordable housing.
