A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL TO AUTHORIZE THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH KIMLEY-HORN AND ASSOCIATES, INC. FOR
PROFESSIONAL PROJECT MANAGEMENT SERVICES FOR AN
AMOUNT NOT TO EXCEED $203,500
WHEREAS, The City’s Capital Improvement Program (CIP) is a 3-year planning
document developed by the Department of Public Works to identify and prioritize new
construction projects and improvements to the City’s infrastructure. Projects are listed in the
following four categories:
• City-Owned Properties (buildings and facilities)
• Parks (play structures, pathways, etc.)
• Drainage (storm water pump stations, storm drain replacements, etc.)
• Right-of-Way (street paving, intersections, curb ramps, roadway repair etc.); and
WHEREAS, The CIP listed more than 45 active and new projects in all four categories
to be accomplished in FY 2017-18. Over the last several years the City has utilized outside
consultants to augment staff and manage the projects associated with City-owned properties and
Parks; and
WHEREAS, the City Council approved the 2017/2018 Capital Improvement Program
(CIP) on June 5, 2017; and
WHEREAS, in order to accomplish the work noted on the CIP, project management
services are needed for fifteen FY 2017-18 projects; and
WHEREAS, the City issued a Request for Proposals (RFP) for consultant services
required to complete various Capital Improvement Projects which are in various stages of
development; and
WHEREAS, proposer KIMLEY-HORN AND ASSOCIATES, INC. was found to have
the most qualified staff to perform the specified projects in the allotted time frame; and
WHEREAS, the fee estimate of $203,500 from KIMLEY-HORN AND ASSOCIATES,
INC. for various projects listed in the RFP was reasonable and responsive.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San
Rafael hereby approves and authorizes the City Manager to execute a Professional Services
Agreement with KIMLEY-HORN AND ASSOCIATES, INC. for project management services
in an amount not to exceed $203,500.00, in the form attached hereto as Exhibit 1 and
incorporated herein by reference.
I, ESTHER C. BEIRNE, Clerk of the City of San Rafael, hereby certify that the
foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the
City Council of said City held on the Monday, the 16th day of October, 2017 by the following
vote, to wit:
