RESOLUTION OF llPPREClllTION
TO
MATT SMITH
WHEREAS, Matt has worked for the City of San Rafael for 27 years; and
WHEREAS, Matt's tireless dedication, energy, and enthusiasm has carried him through the ranks
from Maintenance Worker I in the Public Works Street Division to Sewer Maintenance
Superintendent for the San Rafael Sanitation District since 2007; and
WHEREAS, Matt is an essential member of the Capital Improvement Project team in reviewing
contract plans and specifications from the operations and maintenance perspective; and
WHEREAS, For every pipeline and pump station project, Matt is always thinking outside the box to
develop innovative ways to have a secondary system to prevent sanitary sewer
overflows; and
WHEREAS, Matt's experience and attention to detail has improved the maintenance of the sewer
system, decreasing the occurrence of sanitary sewer overflows; and
WHEREAS, Matt has been instrumental in developing the City's first maintenance database that has
been integrated with the Geographical Information System (GIS) and is able to be
accessed and updated by personnel in the field through laptops; and
WHEREAS, Matt is our "Rain Man" because he has a mind like a steel trap that retains every detail of
the District's sewer system, from a rod hole located adjacent to a tree to a pipe repair that
occurred twenty years ago located in the backyard of a private property; and
WHEREAS, Matt is a true public servant, one who is helpful to all and is always very generous with
his time when working with the community, his staff, and his peers.

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San Rafael do
hereby extend their congratulatio and appreciation to Matt Smith as Employee of the Quarter for the
Third Quarter of 201
