TOPIC: May Madness Car Parade 2018
SUBJECT: Resolution authorizing closure of downtown City streets for the 30th Annual May
Madness Classic Car Parade on Saturday, May 12, 2018.
RECOMMENDATION: Approve the Resolution authorizing the temporary street closures.
BACKGROUND:
May Madness is a legacy event for the City of San Rafael. In 1986, the Downtown Business
Improvement District (BID) and the City of San Rafael initiated the first May Madness Car Parade with
local merchant, Greg Borelli, as a marketing event for San Rafael businesses. This year the Downtown
BID and local merchant, Rick Lewis of Gold Rush Jewelers, have stepped in to create a May Madness
Organizing Committee to support the return of the event in 2018. The event committee includes the
following members: Rick Lewis, Gold Rush Jewelers; Joanne Webster, San Rafael Chamber of
Commerce Director; Steve Bajor, Team Pro Event; Cory Bytof, City of San Rafael Sustainability and
Volunteer Program; and Brian Auger, City of San Rafael Events.
ANALYSIS:
For 2018, the May Madness Organizing Committee is considering new innovations to help refresh the
event. The event will include the car parade, a boutique Show & Shine display of vehicles, micro-brew
beer and wine booths, food booths, and music. This year a large feature of the event will be the
addition of an Electric Car Ride and Drive program organized by Transportation Authority of Marin and
the City’s Sustainability Program. The parade will have a centralized start and finish line at A Street,
and the event times have been set to showcase the Downtown and encourage event goers to shop and
eat at local businesses. The Davidson Middle School Marching Band will start the parade down Fourth
Street.
Event funding is coming from a variety of sources including a Target event fund grant, merchant
support, and local sponsorships.
The City Council must authorize the temporary street closures required for the event as follows:

1. “A” Street from Parking Structure driveway to Fifth Avenue from 6 a.m. to 9 p.m.
2. Julia Street from “A” Street to “B” Street 6 a.m. to 9 p.m.
3. Fourth Street between Lootens and “A” Street from 7 a.m. to 10 p.m.
4. Fourth Street from Lincoln to “C” Street from 11 a.m. to 9 p.m.
5. Cijos Street from South of Commercial to Fourth Street from 11 a.m. to 9 p.m.
6. Lootens from Third Street to 935 Lootens Pl. (garage) driveway from 11 a.m. to 9 p.m.
7. “B” Street from Parking Structure driveway to Fifth Avenue from 11 a.m. to 9 p.m.
8. “C” Street from Parking Structure driveway to Fifth Avenue from 11 a.m. to 9 p.m. (if
necessary)
COMMUNITY OUTREACH:
Event outreach will include a variety of media outreach, including print ads and social media
promotions.
FISCAL IMPACT:
Pursuant to the current City policy, Police and Public Works costs associated with the street closure will
be reimbursed by the event unless other arrangements are secured.
OPTIONS:
The City Council has the following options to consider on this matter:
1. Adopt resolution.
2. Adopt resolution with modifications.
3. Direct staff to return with more information.
4. Take no action.
RECOMMENDED ACTION:

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING CLOSURE OF DOWNTOWN CITY STREETS FOR THE 30TH ANNUAL MAY
MADNESS CLASSIC CAR PARADE ON SATURDAY, MAY 12, 2018
WHEREAS, the San Rafael City Council has determined that it is in the best interest for Public
Safety to engage in a modified Traffic Plan and Road Closure to operate the 30th Annual May
Madness Car Parade; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in
the downtown area, the streets shown below should be temporarily closed to through traffic for the
date and times as specified below:
1. “A” Street from Parking Structure driveway to Fifth Avenue from 6 a.m. to 9 p.m.
2. Julia Street from “A” Street to “B” Street 6 a.m. to 9 p.m.
3. Fourth Street between Lootens and “A” Street from 7 a.m. to 10 p.m.
4. Fourth Street from Lincoln to “C” Street from 11 a.m. to 9 p.m.

NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of San Rafael that,
pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets for the dates and times described above.

resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council held on the 5th day of February 2018 by the following vote, to wit:
