SUBJECT: RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF PORTIONS OF
CITY STREETS FOR THE SEASONAL DOWNTOWN SAN RAFAEL MARKET ON THURSDAY
EVENINGS FROM APRIL 26TH, 2018 THROUGH SEPTEMBER 27TH, 2018, 5:00 P.M. TO 10:00 P.M.
RECOMMENDATION: Approve Resolution
BACKGROUND:
San Rafael’s Downtown Farmers’ Market was established in 1990 and was modeled after the City of
San Luis Obispo’s evening festival. Now called the “Downtown San Rafael Market” the Downtown San
Rafael Market draws up to 5,000 people each Thursday night with its family-friendly atmosphere. On
February 6, 2017, the City entered into a three-year professional services agreement with Next
Generations Events, LLC to manage the Downtown San Rafael Market for the 2017 through 2019
seasons.
Last season, Market Director Shayla Moran from Next Generation Events, LLC invested in refreshing
the Downtown Market branding, while also focusing on building new music and craft vendor offerings.
This season, the Downtown Market will open in late April to give farmers the opportunity to increase
their produce inventory, as well as over-haul the Food Trucks program.
Management of the Festival
Next Generation Events, LLC has successfully managed the Downtown Market since 1990. Shayla
Moran, Market Direct and current owner of Next Generation Events, LLC has continued to modify,
improve and creatively manage this event in Downtown San Rafael. City Staff works with Next
Generation, LLC to assist in the management and operations of the weekly market, while the San
Rafael Police Department is assigned to maintain public safety.

ANALYSIS:
The proposed road closures are the historic road closures for the Downtown Market and other
downtown special events coordinated with the City, which include the following: . City Staff and the
Police Department coordinate the road closures using the existing traffic plan for the propose d
closures. All traffic directional signage and barricades are managed by City Staff.
STREETS TO BE CLOSED:
1. Fourth Street from "B" Street to Cijos Street from 5:00 p.m. to 10:00 p.m.
2. "A" Street between Fifth Avenue and the entry to the Parking structure, Lootens Place between
Fifth Avenue and Commercial Place, and Cijos Street from Fourth to Commercial, from 5:00 p.m.
to 10:00 p.m.
COMMUNITY OUTREACH:
Next Generation Events, LLC manages and handles all marketing aspects of the market.
FISCAL IMPACT:
The costs for the Downtown Market include Police staff time, Events Coordinator staff time, Parking
Services staff time for the weekly-no parking signage and towing, Public Works staff costs for signage,
and pressure washing during and after the season. These costs are included in the overall budget for
the four city departments.
OPTIONS:
The City Council has the following options to consider on this matter:
1. Adopt resolution.
2. Adopt resolution with modifications.
3. Direct staff to return with more information.
4. Take no action.
RECOMMENDED ACTION:
Adopt the attached resolution.

RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING THE TEMPORARY CLOSURE
OF PORTIONS OF CITY STREETS FOR THE SEASONAL DOWNTOWN SAN RAFAEL MARKET O N
THURSDAY EVENINGS FROM APRIL 26TH, 2018 THROUGH SEPTEMBER 27TH, 2018,
5:00 P.M. TO 10:00 P.M.
WHEREAS, the San Rafael City Council has determined that it is in the interests of public safety to
establish a modified Traffic Plan and Road Closure to operate a weekly Downtown event; and
WHEREAS, the seasonal Downtown San Rafael Market occurs on Thursday evenings from April through
September each year. The 2018 Market will run from April 26th, 2018 through September 27th, 2018 on Fourth
Street from Cijos Street to B Street; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area,
the below streets should be temporarily closed to through traffic for the times shown below:
1. Fourth Street from "B" Street to Cijos Street from 5:00 p.m. to 10:00 p.m.
2. "A" Street between Fifth Avenue and the entry to the Parking structure, Lootens Place between Fifth
Avenue and Commercial Place, and Cijos Street from Fourth to Commercial, from 5:00 p.m. to 10:00 p.m.
NOW, THEREFORE BE IT RESOLVED, by the San Rafael City Council that:
1. All of the above findings are true and correct; and
2. Pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both
pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above
listed streets for the dates and times described above.
BE IT FURTHER RESOLVED that this Resolution shall take immediate effect upon adoption.

duly and regularly introduced and adopted at a regular meeting of the City Council held on the 20th day of
February 2018 by the following vote, to wit:
