TOPIC: Designate City Agent for Disaster Relief
SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DESIGNATING THE
CITY MANAGER, FINANCE DIRECTOR AND THE PUBLIC WORKS DIRECTOR TO SERVE AS
AGENTS TO ACT ON BEHALF OF THE CITY OF SAN RAFAEL FOR THE ACCEPTANCE OF
FEDERAL DISASTER RELIEF FUNDS
RECOMMENDATION: Adopt the proposed resolution.
BACKGROUND: In January 2017, the City of San Rafael experienced heavy rains, accompanied by slides
and flooding within the city limits. On February 14, 2017, the President of the United States declared a
national disaster associated with the January and February 2017 storms, which affected many California
counties and cities. The City is eligible to apply for Federal Disaster Assistance through the California
Office of Emergency Services (CalOES) for damages incurred during the disaster.
The City of San Rafael applied for federal disaster assistance to cover emergency response by our Public
Works department. In addition, there are a total of three permanent restoration sites, which will take
several months to repair. The City has submitted for, and has been partially reimbursed for, the initial
emergency response costs, such as staff overtime and material costs incurred during and just after the
storm event. Staff is still waiting for acknowledgement that the Federal Emergency Management
Agency (FEMA) will support the repair of the permanent restoration sites.
ANALYSIS: FEMA is requesting that the City adopt a resolution designating City Agents, which are
designated staff individuals, to attend to all matters relating to the acceptance of federal disaster relief
funds, including assurances and agreements that pertain to State and Federal disaster assistance. As
stated in the attached resolution, staff recommends that the City Council authorize the City Manager,
Director of Finance, and Public Works Director or their designees as designated City Agents.
FISCAL IMPACT: There is no fiscal impact associated with this item.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
DESIGNATING THE CITY MANAGER, FINANCE DIRECTOR AND THE PUBLIC
WORKS DIRECTOR TO SERVE AS AGENTS TO ACT ON BEHALF OF THE
CITY OF SAN RAFAEL FOR THE ACCEPTANCE OF FEDERAL DISASTER
RELIEF FUNDS
WHEREAS, to be in compliance with state and federal guidelines for disbursement and
receipt of federal disaster funds, certain individuals are designated and empowered to serve as
agents on behalf of the City of San Rafael to facilitate claims and receipts of federal disaster
funds;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
RESOLVES as follows:
1. The City of San Rafael a charter City established under the laws of the State of
California hereby authorizes The City Manager and/or the Finance Director
and/or the Public Works Director to execute the assurances and agreements
required for the Governor’s Office of Emergency Services for all matters
pertaining to such state disaster assistance.
2. This is a universal resolution and is effective for all open and future disasters up
to three years following the date of approval stated below.

City Council of said City held on Tuesday, the 20th day of February, 2018 by the following vote,
