HomeMy WebLinkAboutCD OBAG Grant Downtown PPTONE BAY AREA GRANT APPLICATION DOWNTOWN PRIORITY DEVELOPMENT AREA FEBRUARY 20, 2018 BACKGROUND Downtown Vision –1993 San Rafael General Plan 2020 –2004 Priority Development Area (PDA) Designation –2009 Downtown Station Area Plan (Vision) –2012 Downtown Parking & Wayfinding Study –2017-2018 Bettini Transit Center Relocation Study (GGBH &TD) –2018 Bicycle & Pedestrian Master Plan Update –2018 Initiation of General Plan 2040 –2017-2018 OBAG PLANNING PROGRAM Cycle Seven of PDA Planning Grant Program Earmarked for Priority Development Areas planning to: Increase housing supply Boost transit ridership, increase walking and cycling Retain and expand community assets Focus of grant opportunity on developing “Specific Plans” or similar planning document and supportive environmental/CEQA document Eligible for $500,000; requires 12% match DOWNTOWN PDA ELIGIBLE Good opportunity to fund and develop a “Downtown Precise Plan” Coincides with General Plan 2040 = integrate two planning efforts “Downtown Precise Plan” = supplement General Plan & establish a zoning ordinance unique to Downtown Cost savings = one EIR for General Plan 2040 + Downtown Precise Plan Precise Plan = more detailed environmental review to assist in project streamlining; opportunity to address/fund more detailed studies such as historic resources; incorporate “good design” criteria PREREQUISITES MET Many required “planning elements” for Precise Plan have been completed Several required “planning elements” for Precise Plan already set up for General Plan 2040 Support from local TAM and local transit providers Support from several community-based organizations Local 12% match (up to $60,000) can be provided through General Plan Special Revenue Fund #218 CITY COUNCIL AUTHORIZATION Authorize grant application filing with request for $500,000 Authorize use of $60,000 from Fund #218 for 12% match
