O’Brien and Mary Ferrario O’Brien Citizen of the Year Award - 2018 RECOMMENDATION: Adopt Resolution of Appreciation BACKGROUND: In March 2001, J. Michael Mahoney established an endowment in honor of former Planning Commissioner Richard O’Brien and his wife, Mary Ferrario O’Brien. The endowment funds an annual “Citizen of the Year” award. The purpose of this award is to recognize an individual in the San Rafael community who has made exceptional contributions to the City, making it a better place to live or work. In addition to public recognition, the endowment provides a cash award to the recipient. In September 2001, the City Council adopted procedures for the “Citizen of the Year” award program and process. The procedures include the appointment of a Section Committee to review nominations from the public and recommend an award recipient to the City Council. The Selection Committee includes two City Council members, two Planning Commissioners, a member of the O’Brien family, a representative from the San Rafael Chamber of Commerce, and neighborhood community representatives (e.g., Federation of San Rafael Neighborhoods). The call for nominations was initiated in November 2017. Once the current year nominations have been submitted, they are reviewed along with the nominations submitted over the past three years (in this case 2015, 2016 and 2017). Last year’s Citizen of the Year recipient (Tamra Peters & Bill Carney – 2017) was eliminated from the pool of eligible candidates. This year, a total of 14 candidates were considered. Of this total, 5 nominations were submitted to the City this year and 9 were carried over from the past three years. On January 29, 2018, the Selection Committee met to review and consider the nominations. The Committee selected Andy Bachich as the seventeenth recipient of the award. As summarized in the attached Resolution and nomination materials, Andy Bachich was selected as Citizen of the Year due to his unwavering efforts to bring a full-service grocery store to the Loch Lomond Marina site, despite expert’s opinion that there was no economic market. His vision became a reality in 2017 when he opened a beautiful, bayside grocery store. Andy has dedicated countless hours to his community through both his businesses and youth events and fundraisers. He sponsored the Tommy Castro Concert, which raised $120,000 SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 for the San Rafael City Schools District library fund. He brings our community together through Andy’s Summerfest, which started in his parking lot and is now an annual event held at San Rafael High School. Andy’s commitment and dedication to promoting small business leadership, community engagement and civic involvement has earned him the receipt of the City of San Rafael’s Citizen of the Year Award for 2018. If approved by the City Council, Andy Bachich will be recognized at this year’s State of the City Dinner, which is scheduled for Thursday, April 5, 2018. COMMUNITY OUTREACH: The call for nominations for Citizen of the Year was advertised in Snapshot (the City Manager’s e-newsletter), the City website, NextDoor social media, and with neighborhood associations. FISCAL IMPACT: As the Citizen of the Year Award program is privately funded, there is no financial im pact to the City of San Rafael. However, the recipient of this award receives a check in the amount of $2,500 from the Richard P. O’Brien and Mary Ferrario O’Brien Citizen of the Year Fund, which is administered by the Marin Community Foundation. OPTIONS: 1. Adopt the Resolution of Appreciation conferring the Citizen of the Year Award to Andy Bachich. 2. Return the recommendation to the Selection Committee for reconsideration. O'Brien and Mary Ferrario O'Brien Citizen of the Year Award Presented to ANDY BACHICH Andy Bachich is a long-time resident of and business owner in San Rafael who is well known for his entrepreneurship, as well as his community and civic involvement. As a San Rafael High School student, Andy started with a good, hard-work ethic and a love for the San Rafael community; and in 2006, the days were doomed for the former Loch Lomond Market and during the redevelopment process for the Loch Lomond Marina site, the experts predicted that there was no economic market for a full-service grocery store at this location. Enter Andy Bachich, who has never been fazed by a challenge in seeking and achieving his passions and goals. Fueled by a passion to open his own full-service grocery store, Andy convinced the City and community that this site was the right place for his market. Andy's vision became a reality in 2017. His beautiful bayside grocery store was opened to much fanfare and community support; and in 2010, Andy brought new life to the once-thriving and beloved Sun Valley Market. The Sun Valley Market had lost its purpose in the neighborhood and had been operating as a deteriorating convenience store. Andy's vision and ambition took charge to renovate and re-open the store to its former glory. As a result, the Sun Valley neighborhood is proud to have a local, neighborhood market that serves as a prime community gathering place; and a kid at heart, Andy has always made time for supporting the youth, particularly in his home town San Rafael. Andy has dedicated countless hours and contributions from his market for many youth events and fundraisers. One example is the live Tommy Castro Concert that Andy sponsored at the Loch Lomond Marina, which raised $120,000 for the San Rafael City Schools District library fund. The concert was the culmination of "Andy's Summerfest," a school fundraiser started by Andy in his parking lot and now venues at San Rafael High School; and Andy's commitment to promoting small business leadership was acknowledged through his receipt of the North Bay Small Business of the Year Award in 2017. Andy was presented this award by Assembly Member Marc Levine for his support of local organizations such as the San Rafael City Schools, San Rafael Heads-Up Foundation, San Rafael Little League, Boy Scouts and Girl Scouts of America and several other programs.
