BACKGROUND: This year Italian Street Painting Marin (ISPM) celebrates its 23rd year as a legacy event in San Rafael. This unique event was originally the flagship event of the Downtown Youth in Arts organization. Youth in Arts withdrew from the event in 2011 due to the financial and operational difficulties of producing the event. In 2013 the originators of the event, Sue and Joe Carlomagno restored the event as “Italian Street Painting Marin” and aligned it as the art outreach program for Every Life Foundation for Rare Diseases, a biotech company that has a nationwide presence. Each year a portion of event proceeds are returned to the community through grants and scholarships to art organizations supporting underserved students. This year’s theme will explore the Wonders of Space & Time. ANALYSIS: The ISPM event provides local and international chalk artists a street canvas to create temporary artworks. The event also features a children’s art section (Children’s Avenue) which introduces children and families to ‘chalk art’. In addition to the chalk art activities, there is also a main stage featuring local musicians, as well as food truck vendors. The event requests an admission/donation fee to view the artwork (one day ticket-$10 / two day ticket-$15). The ISPM event traditionally requires closing Fifth Avenue, Julia Street, and A Street starting on Wednesday to prepare the street with a slurry seal resurfacing (donated by a South Bay paving contractor) and allow the event production and artists to begin by Thursday. The San Rafael Police Department, the Public Works Street Department and City event staff have created a modified traffic plan to minimize the road closures impact on traffic and pedestrian access. SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 Notifications to local businesses will be arranged by the event producers. City staff and the Police Department will work closely with the event producers to ensure that the public has advance notification of the parking and traffic changes. Public Works restores the street markings and the crosswalks on the newly resurfaced roads on the Monday following the event, in time for the evening commute. Historically these closures have not caused severe impacts on Downtown traffic patterns. STREETS TO BE CLOSED: Wednesday, June 20th,beginning at 8:00 a.m. and ending Monday, June 25th at 4:00 p.m. • Julia Street (Tenant access to parking lots on Julia Street will be available throughout the event) • A Street, from Fifth Avenue to Fourth Street Wednesday, June 20th, beginning at 9:00 a.m. and ending Monday, June 25th at 4:00 p.m. • Fifth Avenue from B to Court Street City Plaza will be available as an event sponsor location, information or demonstration area beginning Friday, June 22rd, 2018 and ending Sunday evening, June 24th, 2018. No actual street painting will take place in the San Rafael City Plaza. Public access to businesses will be maintained during event hours. COMMUNITY OUTREACH: ISPM has established and maintained close working relationships with local businesses and organizations adjacent to the event. Communication regarding event dates, event activities, related road closures and impacts on parking are provided via email, face-to -ace meetings, and through social media. FISCAL IMPACT: The City will provide in-kind services, such as two electronic message boards, “no parking” signage, and event coordination and planning. ISPM received an allocation of funds from the Target Settlement Committee, which defrays the cost of any overtime costs incurred by the City of San Rafael. OPTIONS: The City Council has the following options to consider on this matter: 1. Adopt resolution. 2. Adopt resolution with modifications. 3. Direct staff to return with more information. 4. Take no action. RECOMMENDED ACTION: Adopt a resolution authorizing street closures for the Italian Street Painting Marin (ISPM) ATTACHMENTS: 1. Resolution RESOLUTION NO. 14472 RESOLUTION AUTHORIZING STREET CLOSURES FOR THE ITALIAN STREET PAINTING MARIN EVENT AT 8 AM JUNE 20, 2018 THROUGH 4 PM JUNE 25, 2018 WHEREAS, the Italian Street Painting Marin will occur Wednesday, June 20st through Monday, June 25th, 2018; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the below street(s) should be temporarily closed to through traffic for the date and times described below. Streets to be closed Wednesday, June 20st, 8:00 a.m. through Monday, June 25th to 4:00 p.m. 1. Julia Street * Tenant access to parking lots on Julia Street will be available throughout the event. 2. A Street, from Fifth Avenue to Fourth Street Streets to be closed Wednesday, June 20th, 9:00 a.m. through Monday, June 25th to 4:00 p.m. 1. Fifth Avenue from B to Court Street City Plaza will be available as an event sponsor, information or demonstration area beginning Friday, June 22rd, 2018 for set up and ending Sunday evening, June 24th, 2018. No actual street painting will take place in the San Rafael City Plaza. Public access to businesses will be maintained during event hours. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
