SUBJECT: RESOLUTION AUTHORIZING CLOSURE OF DOWNTOWN CITY STREETS FOR THE
20TH ANNUAL SAN RAFAEL SUNSET CRITERIUM ON SATURDAY, JULY 28, 2018
FROM 11:00 AM TO 10:00 PM
RECOMMENDATION:
Adopt a resolution authorizing temporary street closures.
BACKGROUND:
The Sunset Criterium Race is celebrating its 20th year in San Rafael. Mike’s Bikes, a local downtown
business, took over as the event producer in 2015, when there was a possibility that the race might not
continue. This special San Rafael bike race is a featured event of the USA CRITS Series, which is the
premiere road cycling series in the United States. The pro races for men and women are expected to
attract top professional teams in the country and a few international teams.
This year’s event will feature amateur races, expo booths along the course, the popular Kid’s Race, and
pro races in the evening. State Room Brewery, another local merchant, will be sponsoring the Beer
Garden to support the event.
The event will benefit the Mike’s Bike Foundation and their Africa Project, which collects donated bikes
around the Bay Area and distributes them throughout Africa. Since 2008, more than 25,000 bicycles
have been distributed to African communities.
ANALYSIS:
Most of the races are in the mid- to late afternoon and early evening. The later start time allows
businesses several hours of operation before racing begins, in order to reduce the street closure impact
on merchants. Prior to the event becoming a Twilight Race, Fourth Street had been closed the entire

day. The race is scheduled to end by approximately 9:30 p.m. and most streets should be re-opened
within roughly sixty minutes thereafter.

• A Street from Third Street to Mission Avenue
• B Street from Third Street to Fourth Street and Fifth Street to Mission Avenue
• D Street from Third Street to Fifth Avenue
12:00 p.m. to 10:00 p.m.
• Fifth Avenue from Court Street to D Street
COMMUNITY OUTREACH:
Mike’s Bikes promotes the race through its business and marketing team using their extensive regional
media contacts. Mike’s Bikes will be working with the Downtown Business Improvement District (BID) to
give Downtown businesses opportunities to promote their businesses at the event.
The event will be coordinated with the Police, Fire and Public Works Departments. At the request of
City Staff, the promoter will be making special notifications to the following occupants in Downtown San
Rafael: St. Raphael’s Church, the Rafael Film Center, Amici’s Pizza, Cushman/Wakefield (managers of
1000 Fourth Street), Monahan/Parker Properties, and the Rafael Town Center.
FISCAL IMPACT:
Police and Public Works costs will be reimbursed by the event. It is anticipated that the minor loss of
revenue from the meters in the one block closure will be made up by a boost of garage visits.

RESOLUTION NO. 14471
RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING CLOSURE
OF DOWNTOWN CITY STREETS FOR THE 20TH ANNUAL SAN RAFAEL SUNSET
CRITERIUM ON SATURDAY, JULY 28TH, 2018 FROM 11:00 AM TO 10:00 PM
WHEREAS, the San Rafael Sunset Criterium will occur in Downtown San Rafael on July 28th, 2018;
and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
downtown area, the streets shown below should be temporarily closed to through traffic for the date and
times as specified below:

11:00 to 10:00 p.m.
• Fourth Street from Lootens Place to B Street
• B Street from Fourth Street to Fifth Avenue
• C Street from Third Street to Mission Avenue

• B Street from Third Street to Fourth Street and Fifth Street to Mission Avenue

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY
RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection
of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the
temporary closure of the above listed streets for the date and times described above.

duly and regularly introduced and adopted at a regular meeting of the City Council of said City held on the
Monday, the 5th day of March 2018 by the following vote, to wit:

Atlantic City To Host 2018 USA CRITS Series Finals
Athens, GA - February 1st, 2018 - A $100,000 purse and final points competition will be on the line September 15, 2018 in the
Garden State at the Atlantic City Resurgence Fest Criterium, host of the 2018 USA CRITS Series Finals. Twenty of America’s
elite men’s and women’s cycling teams will be competing for the Series-ending purse and a one-day prize list of $50,000 awarded
by the organizers of the Atlantic City Resurgence Fest.
Beginning in Athens, Georgia on April 29, 2018, the USA CRITS Series is the premiere road cycling series in the United States.
The Series features American style criteriums, the most spectator-friendly and enduring form of bicycle racing in the country. The
eleven coast-to-coast, locally-originated races combine the highest levels of cycling with urban street fairs and festivals, while
showcasing some of America's most vibrant downtown districts.
The #racefororange culminates with teams rolling to the start/finish at the historic Steel Pier on the Atlantic City Boardwalk. The
Colavita Leader’s Jersey and other Series jerseys will be awarded at a post event banquet.
The Atlantic City Resurgence Fest Criterium will be part of a city-wide weekend festival that includes live band performances,
food and beer offerings, and an outdoor demo and expo. The festival cycling events will also include a recreational ride, amateur
racing, and an end-of-the-season banquet for D1 teams, sponsors, and media.
“We are excited to bring professional racing back to Atlantic City and to showcase the dynamic transformation taking place in
this historic American destination,” says Ryan Oelkers of g4 Productions, director of the Atlantic City Resurgence Fest Criterium.
All Series races will be streamed on USACRITS.tv, a membership-based live-viewing experience. Membership provides a
sustainable source to support elite cycling athletes and free-to-attend events. This new offering in 2018 is comprised of over 20
days of live criterium racing and access to dozens of other events as video on demand (VOD).
